SEXUAL ASSAULT, SEXUAL INTERFERENCE

Cornwall, ON – A 50-year-old Cornwall man was arrested on September 19th, 2018 and charged with sexual assault and sexual interference. It is alleged between January and September, 2018 the man sexually assaulted his 5-year-old step-granddaughter and police were contacted to investigate. On September 19th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on October 2nd, 2018. His name was not released as it would identify the victim in the matter.

ASSAULT, THEFT UNDER $5000, BREACH

Cornwall, ON – A 29-year-old Cornwall woman was arrested on September 19th, 2018 and charged with domestic assault, theft under $5000, and breach of recognizance for contacting her ex-boyfriend. It is alleged on September 19th, 2018 the woman assaulted her ex-boyfriend and took his phone without permission. Police were contacted and an investigation ensued. During the investigation, the woman was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as it would identify the victim in the matter.

Epic Measles Outbreaks Signifies Importance of Vaccinations by Mary Anne Pankhurst 092118

PORT HOPE ON – Last month’s news about the biggest measles outbreak in living memory still has me on edge.

In case you haven’t heard, 41,000 children and adults across Europe were sickened – between January and June alone – 37 people are dead, and the outbreak isn’t over yet.

Beyond imagining the great human suffering (I and my six sibs all had measles) there are three reasons I’m having such tortured thoughts.

First, the outbreak in Europe shows exactly what can happen when vaccination rates fall below the optimum 95 per cent needed for herd immunity that further protects society’s most vulnerable, such as babies too young for vaccination.

Measles is also highly contagious, so much so that Dr. David Curran, a research fellow at The Hospital for Sick Children in Toronto, tells me that a person with measles would end up infecting, on average, 14-17 other people if everyone around them was susceptible, adding:

“That’s how it spreads like absolute wildfire.”

Moreover, “In vaccinated people, the immune system is primed so it shuts reinfection down fast, before the virus can cause disease and spread,” explains Dr. Sue Rodger-Withers, a now retired virologist who spent her career at the Fairfield Hospital for Infectious Diseases in England.

“Vaccines aren’t magic shields.”

No magic needed. Vaccines are highly effective tools that Dr. Sarah Wilson, a physician at Public Health Ontario, reminds me are tested for safety from the moment they are considered, up to the time they’re approved (by regulatory authorities) then monitored continuously over the lifetime of their use.

Second, I’ve had it with the spreaders of vaccine-related lies, told by people so clearly addicted to their own minor celebrity on social media that they continue to repeat tired (though dangerous) conspiracy theories to scam people into believing all kinds of nonsense including that measles and other vaccine-preventable diseases aren’t serious diseases. (Bollocks!)

And third, measles was declared eradicated in Canada in 1998. But if we continue to go the way of the US, with pockets of low measles immunization where diseases can establish a foothold, we could see outbreaks like last year’s in Minnesota, the Disneyland outbreak of 2015 and others. Remember, measles can be brought in by travellers from countries where the disease remains common. And measles can be contracted while travelling with unprotected kids outside of Canada.

A pharmacist I spoke with for the story shared:

“Everyone should have the MMR vaccine. People can’t afford the ‘luxury’ of not getting vaccinated simply because they’ve never seen a case of measles. The reason they’ve never seen it is because we’ve been so good at prevention. But if the trend of wanting to get away from the MMR vaccine continues, we’re going to be in a position of reacting to a very serious problem.”

Look, I’m a layperson. I hadn’t even intended to put my voice in this story but feel I have to use what

 I’ve got. I’ve seen polio. I’ve seen a friend’s mother lose her mind after her baby died of whooping cough. Left is a photo of the scar left by my own tracheotomy, an emergency procedure performed in the middle of the night as a result of having contracted H. influenzae type B at age four. The infection, in my case, caused epiglottitis and near-fatal closing of the windpipe.

Today, parents can protect their children with the Hib vaccine.

Among the reasons I’m including this personal information is that it is my hope that any parent who might understandably feel hesitant about vaccines – given all the noise out there – will talk to a healthcare professional; a doctor, nurse practitioner or pharmacist. Or contact their local public health office. They’ll listen respectfully to your concerns and provide the help you need.

But I would also encourage parents not to be drawn in by ideas that homeopathy (including nosodes) or chiropractic can replace vaccines. There is no such thing as a vaccine replacement.

Back in June, pharmacist Graham Mackenzie of Baddeck Nova Scotia was making headlines across Canada for banning homeopathic products from his pharmacy, so I contacted him.

I have to sleep at night and my first responsibility is to do no harm. Meaning, if I sell something to a customer there should at least be some evidence that it can produce an effect, pain reduction for example. So, if homeopathy inadvertently does harm because a toddler remains in pain, or has an underlying health problem that remains unaddressed it’s not ethical. How can it be?”

I personally applaud Graham Mackenzie’s move. Homeopathy isn’t an herbal thing. Herbs can actually have a medicinal effect. Homeopathy is water (or water and sugar) said to have the ability to remember an ingredient that has been completely diluted out – a piece of rock from the Berlin Wall for instance or rabid dog saliva. You can look those examples up.

Is there any good news about vaccines? Yes!

According to the most recent Stats Can data, the vast majority of Canadian parents agree that vaccines can safely and effectively protect their children from infectious diseases, even while “hesitancy” is not uncommon.

Vaccine hesitancy isn’t a criticism by the way. In fact, it’s nothing new. Even the famous Ben Franklin – who among other things was a brilliant scientist and an inventor – laments in his 18th century autobiography that failure to inoculate his son was a mistake. The boy died of smallpox at the tender age of four and Franklin urges parents to “choose the safer.”

After reading about Ben Franklin, I recalled a similar moment of clarity at age 13. Learning that a friend’s Arabian was suffering from lockjaw, and after the poor mare’s misery had ended, I mentioned the tragedy to another friend who snapped:

She’s an idiot! Her horse wouldn’t be dead if it had had just a tetanus shot.”

Cornwall, ON – David Brunet, 42, of Lancaster was arrested on September 20th, 2018 and charged with assault x 2, threats, and breach of probation for failing to keep the peace. It is alleged during an argument on September 20th, 2018, the man assaulted a 39-year-old man known to him and threatened to kill him. Police were contacted and an investigation ensued. On September 20th, 2018 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on October 25th, 2018.




THEFT UNDER $5000

Cornwall, ON – Mark Tyo, 33, of Cornwall was arrested on September 20th, 2018 and charged with theft under $5000. It is alleged on September 20th, 2018 the man attended a Second Street East store and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and released to appear in court on October 18th, 2018.

(STORMONT DUNDAS & GLENGARRY, ON) – The SD&G Detachment of the Ontario Provincial Police (OPP) are investigating several incidents after responding to 328 calls for service from Wednesday September 19, 2018 to Monday September 24, 2018.

 

ASSAULT WITH WEAPON

 

(SOUTH DUNDAS,ON) – On September 19, 2018 at approximately 10:30am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a disturbance on Grove Street in South Dundas Township.

Investigation indicated that an altercation occurred between two adult males. The accused male struck the victim. The accused male also had a weapon during the altercation. The victim received no injuries.

Clayton VAUTOUR (44) of South Dundas, Ontario was arrested and is charged with;

 

–             Assault with a weapon

–            Assault

–             Possession of a weapon for dangerous purpose

He was released and scheduled to appear at the Ontario Court of Justice in Morrisburg on October 9, 2018.

 

BREAK IN AT LANDFILL

 

(NORTH DUNDAS,ON) – On September 19, 2018 at approximately 2:11pm, Stormont Dundas &Glengarry Ontario Provincial Police responded to a report of a business (North Dundas landfill) on Boyne Road, Winchester, Ontario. Investigation indicated that sometime overnight culprit(s) entered the business but did not remove any items from the location.

 

MALE ARRESTED FOR STOLEN CAR

 

(SOUTH DUNDAS,ON) – On September 19, 2018 at approximately 4:52pm members from the Highway Safety Division intercepted a stolen car on Highway 401, South Dundas, Ontario. The investigation revealed that an adult male was in possession of a stolen car from Montreal, Quebec. Further investigation revealed the male was breaching previous release conditions.

 

Ashraf AWAD (59) of Toronto, Ontario was arrested and is charged with;

 

– Possession of property obtained by crime over $5000

– Fail to comply with conditions of a probation Order ( 4 counts)

– Drive under suspension (Highway Traffic Act)

 

He was held in custody (bail) and is scheduled to appear at the Ontario Court of Justice in Cornwall.

 





DOMESTIC INVESTIGATION

 

(SOUTH STORMONT,ON) – As a result of a Domestic investigation conducted by members of the Stormont Dundas & Glengarry Ontario Provincial Police, a 55-year-old female resident of South Stormont was arrested on September 21, 2018. The female assaulted her husband with a weapon.

 

The 55-year-old female of South Stormont faces charges of:

 

–             Assault with a weapon (2 counts)

 

The above charges are in relation to incidents involving a domestic situation.

She was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on October 16, 2018.

The name of the accused is being withheld in order to protect the identity of the victim.

 

 

EXCESSIVE SPEEDS

 

(SD&G) – On September 19- September 24, 2018 Ontario Provincial Police officers conducted speed measuring enforcement in SD&G and intercepted the following vehicles for traveling at excessive speeds. The vehicles were impounded and the driver’s permits seized for seven (7) days in accordance to policy and were all charged with Stunt Driving (Highway Traffic Act).

 

– September 19, 2018 – 7:50am (North Dundas); vehicle stopped traveling 131km/h (80km/h zone)(County Road 31). Male driver (31) from: North Dundas, Ontario.

 

– September 20, 2018 – 6:31pm (South Stormont); vehicle stopped traveling 140km/h (80km/h zone)(Highway 138). Male driver (37) from: South Glengarry, Ontario.

 

– September 21, 2018 – 11:33pm (South Dundas); vehicle stopped traveling 159km/h (100km/h zone)(Highway 401). Male driver from: Ontario.

 

– September 22, 2018 – 6:22pm (South Stormont); vehicle stopped traveling 151km/h (100km/h zone)(Highway 401). Male driver (32) from: Whitby, Ontario.

#OPP Report Elgin Bank of Montreal Held Up – Schools Locked Down 092618

ELGIN, ON) – Leeds County Ontario Provincial Police (OPP) responded to a theft at the bank of Montreal in Elgin, ON.

 

On the 26th of September 2018, at around 1:30 p.m. OPP in Leeds County received a call about a theft that had just taken place at the Bank of Montreal on Main St in the village of Elgin.

 

OPP officers, as well as Leeds County OPP Crime Unit members, OPP K-9 Unit, and OPP Emergency Response Team (ERT) responded to the scene.

 

The suspect is described as, possibly male, wearing a yellow rain poncho, as well as a blue windbreaker style hoodie, with a red bandana over the face and sunglasses.

 

The theft occurred between 1 pm and 2 pm on this date.

 

As a precaution the area schools initiated a hold and secure for the students this precaution has since been removed and the hold and secure released.

 

OPP officers, OPP Crime Unit members, OPP K-9 unit and OPP ERT team remain at the scene assisting with the investigation.

 

This matter continues to be under investigation.

 

Leeds County OPP will release an update after further investigation.

Investigation indicated that sometime in the previous weeks, a 17 foot white duck boat with a 70hp mariner engine was stolen.

 

GENERATOR STOLEN

 

(NORTH GLENGARRY, ON) – On September 28, 2018 at approximately 3:22pm, Stormont Dundas & Glengarry Ontario Provincial Police responded to a report of a theft at a property on Binnette Road, North Glengarry Township. Investigation indicated that sometime in the previous days culprits entered a property and removed a King generator and Stihl weed eater from the location.

 

 

DRUGS SEIZED AT TRAFFIC STOP

 

(SOUTH DUNDAS,ON) – On September 29, 2018 at approximately 10:28pm, a Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officer intercepted a vehicle while conducting a RIDE check on County Road 18, South Dundas Township. The stop resulted in the seizure of a quantity of suspected marihuana. Further investigation revealed that the male’s driving privileges had been disqualified.

 

The male driver, John HARDY (52) of South Stormont Township, Ontario was arrested and charged with;

 

– Possession of a Controlled Substance ( 2 counts)

– Driving while disqualified ( 2 counts)

– Fail To comply with probation order ( 2 counts)

– Drive while under suspension (Highway Traffic Act)

 

He was held in custody (bail) and scheduled to appear at the Ontario Court of Justice in Cornwall.

BREACH

Cornwall, ON – A 16-year-old Cornwall youth was arrested on October 1st, 2018 and charged with breach of undertaking for being within 50 metres of a certain school and for failing to keep the peace. It is alleged on September 27th, 2018 the youth was outside of the school, despite his conditions, and police were contacted to investigate. On October 1st, 2018 the youth was taken into custody, charged accordingly and held for a bail hearing. His name was not released as per provision of the Youth Criminal Justice Act.

FAIL TO ATTEND COURT

Cornwall, ON – Joanne McMahon, 44, of Cornwall was arrested on October 1st, 2018 and charged with failing to attend court. It is alleged the woman failed to attend court on September 25th, 2018 for an impaired charge and police were contacted to investigate. On October 1st, 2018 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and held for a bail hearing.

WARRANT

Cornwall, ON – A 38-year-old Cornwall man was arrested on October 1st, 2018 on the strength of a warrant. It is alleged on September 5th, 2018, the man was within 500 metres of his ex-girlfriend, despite his conditions, and a warrant was issued for his arrest. On October 1st, 2018, police located the man. He was taken into custody on the strength of the warrant and released to appear in court on November 6th, 2018. His name was not released as it would identify the victim in the matter.

THEFT UNDER $5000, BREACH

Cornwall, ON – Gilles Desforges, 41, of Cornwall was arrested on October 1st, 2018 and charged with theft under $5000, as well as breach of probation and undertaking for failing to keep the peace. It is alleged on October 1st, 2018 the man attended a Brookdale Avenue store and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on November 1st, 2018.

BREACH

Cornwall, ON – A 26-year-old Cornwall man was arrested on October 1st, 2018 and charged with breach of recognizance for contacting and being within 200 metres of his ex-girlfriend’s residence. It is alleged on October 1st, 2018 the man breached his conditions by attending the residence of his ex-girlfriend. Police were contacted and an investigation ensued. During the investigation, he was taken into custody, charged accordingly and held for a bail hearing. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.




DOMESTIC MISCHIEF, ASSAULT

Cornwall, ON – A 30-year-old Cornwall man was arrested on October 1st, 2018 and charged with mischief under $5000 and assault. It is alleged on September 28th, 2018 the man assaulted his ex-girlfriend and ripped a piece of clothing belonging to her. Police were contacted and an investigation ensued. On October 1st, 2018, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on October 16th, 2018. His name was not released as it would identify the victim in the matter.

BREACH

Cornwall, ON – A 47-year-old Cornwall man was arrested on October 1st, 2018 and charged with breach of recognizance for failing to remain in his residence, as well as for contacting and being within 30 metres of his ex-girlfriend’s residence. It is alleged on October 1st, 2018 the man breached his conditions by attending the residence of his ex-girlfriend. Police were contacted and an investigation ensued. During the investigation, he was taken into custody, charged accordingly and held for a bail hearing. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

ASSAULT CAUSE BODILY HARM, BREACH

Cornwall, ON – Avery Trudeau, 19, and Brill Trudeau, 21, both of Cornwall, were arrested on October 2nd, 2018 and charged with assault cause bodily harm. Avery Trudeau was also charged with breach of probation for failing to keep the peace. It is alleged on October 1st, 2018, both males assaulted a man known to them, causing him to seek medical attention for his injuries. Police were contacted and an investigation ensued. On October 2nd, 2018, both men were taken into custody, charged accordingly and released to appear in court on November 15th, 2018.

Bad Management & Council Lead to High Taxes in Cornwall Ontario by Jamie Gilcig 100218

Cornwall Ontario – The city likes to give out voodoo numbers when it comes to tax increases, but the bottom line is the bottom line.  If you raise taxes nearly 20% per term without increasing revenues something always gives out.

Even worse, if you borrow money to pay for a tax increase, as Cornwall did this year, you now are paying the piper and their interest.   Credit card cheque to cheque living is not good for a community’s bottom line.

So we conducted an experiment to see what your tax bill would be for a MPAC assessed property of $250,000 in Cornwall and then compared it to other nearby communities.

In Cornwall according to the city’s tax calculator, the municipal and education tax would come out to a whopping $4042.08.   That does NOT include water and sewage.

What’s scary about this chart from the city of Cornwall website is that it’s more expensive for residential taxes in Cornwall than Ottawa, Kingston, and even Brockville Ontario.   And while a limp argument can be made for Kingston and Ottawa being larger cities, Brockville is nearly half the size of Cornwall.

Add in the lack of services and poor quality of what does exist and the question turns to what the heck is the City of Cornwall doing with all this dosh?   And why are residents putting up with the tax rape?

Many aren’t.  While the official population of Cornwall is 46,000 the probability is that there are now less than 40,000 living in the city.   Many people are leaving including seniors.  Some to the nearby townships, but many are moving to Quebec.

Think about that for a second.   How bad is it in Cornwall that people are choosing Quebec and their special political sunny ways over actually living in Canada?

Looking at Cornwall’s chart one sees a few blaring items.  Over a third of the entire budget is devoted to Emergency services with police having an insane amount of the budget in a town that simply doesn’t have much crime.   What is Cornwall spending over $50K per day on?

This is where it gets scary.   The city is spending less than $600 of that $4k on infrastructure and roads.    They claim to be spending about $400 on recreation and parks?  How does that work?  Really?   Does that tell you how much the White Elephant that the Benson Centre is, is costing us?

And eventually you simply have to fix infrastructure.

$116 goes to the library which seems extremely excessive.  I have nothing against libraries, but at what point do you stop pumping in cash without getting warranted value back?   And now Flipper and friends want to add in a full service art centre which should be in the library building in the first place.   How much extra will that cost yearly to taxpayers?  How many White Elephants can Cornwall afford?

We’re nearly paying as much for admin as we do for road repair and snow clearing.   Ding!  Give the young person a cookie for seeing a red flag on that one too.

It certainly is a scary picture compared to say… Ottawa, which while it has challenges of its own, has a public that seems more determined to focus on the bottom line.

Ottawa is only $3,021.41 or 33% less than Cornwall!   Yes, it’s  larger city, but one with many more services and many good quality of life features that Cornwall simply doesn’t have.  While we have a derelict empty downtown strip, Ottawa has the Byward Market, the Glebe, and many other awesome nooks and crannies.

Ottawa spends less than $600 on fire and police.  Cornwall?  About $1350 or over double Ottawa.  Is there that much more fire and crime in Cornwall or is there really really bad management, corruption, and cronyism?

Kingston is about $3200 per year.  They have an amazing police service.  First rate healthcare, an amazing waterfront, and good quality of life that is raising their property values. And really friendly and supportive city staff.

Brockville, which is smaller than Cornwall, came in at $3594.57.

With a municipal election coming up we have at least one Candidate, Elaine MacDonald, who said that raising taxes was good.   She must be very happy with her tax bill in Cornwall then.   Of course not all of us live off of retired school teacher pensions.

Our CAO, Maureen Adams, was the city’s chief financial officer for years before becoming CAO.  Taxes have skyrocketed since she took the job.  Clearly she doesn’t seem to have a handle on managing her money, certainly not as well as Sean Adams seems to?

While there really aren’t a lot of options in this election locally to vote for if you want to try and reign in the tax rape of Cornwall, there are a few.

As the old saying goes:

You get the government you deserve!

In the meanwhile expect more tax increases of larger amounts during the next four years.  It’s a scary time to live in Cornwall if you’re living on a fixed income, and clearly we are losing people and scaring off others.

And we’re not even going to talk about how Cornwall Hydro is now more expensive than Hydro One which should see rates become even better under the Ford Government.

Background

This recall was triggered by findings by the Canadian Food Inspection Agency (CFIA) during its investigation into a foodborne illness outbreak. The CFIA is conducting a food safety investigation, which may lead to the recall of other products. If other high-risk products are recalled, the CFIA will notify the public through updated Food Recall Warnings.

The CFIA is verifying that industry is removing recalled product from the marketplace.

CHARGES LAID FOR BREAK IN AT LANDFILL

 

(NORTH DUNDAS,ON) – On September 19, 2018 at approximately 2:11pm, Stormont Dundas & Glengarry Ontario Provincial Police responded to a report of a break in at a business (North Dundas landfill) on Boyne Road, Winchester, Ontario. Investigation indicated that sometime overnight culprit(s) entered the business but did not remove any items from the location.

On October 2, 2018 SD&G OPP officers arrested a male in in connection with the Break in.

 

Shayne Corey Reid HILL (28) from North Dundas, Ontario was arrested and is charged with;

–             Break and Enter

–             Fail to comply with conditions of an undertaking

 

He was held in custody (bail) and is scheduled to appear at the Ontario Court of Justice in Cornwall.

 

BREAK IN AT CHIP STAND

 

(SOUTH STORMONT,ON) – On October 1, 2018 at approximately 12:13pm, Stormont Dundas &Glengarry Ontario Provincial Police responded to a report of a break in at a business on Highway 138, South Stormont, Ontario. Investigation indicated that sometime overnight culprit(s) entered the business (Mama Bear’s Chip Stand) and removed Canadian currency from the location.

 

CHARGES LAID

(NORTH DUNDAS,ON) – As a result of a sexual assault investigation conducted by members of the Stormont Dundas & Glengarry Ontario Provincial Police, a 62yr old male resident of North Dundas was arrested on October 3, 2018. Investigation indicated the male had sexually assaulted an adult female known to him.

 

The 62-year old male resident of North Dundas faces charges of:

– Sexual Assault ( 6 counts)

He was released and is scheduled to appear at the Ontario Court of Justice in Morrisburg court on November 13, 2018.

The name of the accused is being withheld in order to protect the identity of the victim.

 

 

STOLEN KUBOTA AND GOLF CART

(NORTH DUNDAS,ON) – On October 3, 2018 at approximately 11:22am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) responded to a report of a theft of a Kubota RTV and a Golf cart from a Business on Sandy Row Road, North Dundas Township. Investigation indicated that sometime overnight October 1-3, 2018 an orange Kubota RTV and a blue Club Cadet Golf cart was removed from the property.

An investigation continues.

 

FRAUD CHARGES LAID

(SOUTH GLENGARRY,ON) – On February 20, 2017 at approximately 5:45pm, SD&G OPP Crime unit officers responded to a report of a theft of funds from a victim in South Glengarry Township.

Investigation indicated that a female had made unauthorized removal of funds from the victim.

The accused female was arrested on September 7, 2018

 

Angela ZIMMERMAN (56) of South Glengarry is charged with;

 

– Fraud Over $5000

 

She was released and scheduled to appear in Alexandria court on October 10, 2018.

Cornwall, ON – A 53-year-old Cornwall man was arrested on October 5th, 2018 and charged with sexual assault x 2 and incest x 2. It is alleged on two occasions in December 2017, the man sexually assaulted his daughter and police were contacted to investigate. On October 5th, 2018, he was taken into custody, charged accordingly and released to appear in court on November 15th, 2018. His name was not released as it would identify the victim in the matter.

BREAK AND ENTER, BREACH, OBSTRUCT JUSTICE, INTIMIDATION, EXTORTION

Cornwall, ON – A 30-year-old Chesterville man was arrested on October 5th, 2018 and charged with the following:

• Break and enter
• Obstruct justice
• Intimidation
• Extortion
• Breach of recognizance (for contacting and being within 150 metres of his ex-girlfriend)
• Breach of probation (for failing to keep the peace)

It is alleged on June 22nd, 2018, the man entered the residence of his ex-girlfriend and removed property without her permission. It is further alleged on June 26th, 2018, the man made threats to not return her property if police were involved. Police were contacted and an investigation ensued. On October 5th, 2018, the man was located and was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

IMPAIRED, OVER 80

Cornwall, ON – David Johnson, 29, of Cornwall was arrested on October 6th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged the man was operating a motor vehicle while under the influence of alcohol in the area of Fourteenth Street and Brookdale Avenue. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on October 23rd, 2018.

ASSAULT WITH A WEAPON, THREATS

Cornwall, ON – Jacob Wollinger, 24, of Cornwall was arrested on October 6th, 2018 and charged with assault with a weapon and threats. It is alleged the man threatened another man known to him while holding a knife. Police were contacted and an investigation ensued. On October 6th, 2018, he was taken into custody, charged accordingly and released to appear in court on November 6th, 2018.

THREATS, BREACH

Cornwall, ON – Robert Lavictoire, 31, of Cornwall was arrested on October 6th, 2018 and charged with threats and breach of undertaking for failing to keep the peace. It is alleged the man threatened to harm a man known to him and police were contacted to investigate. On October 6th, 2018, he was taken into custody, charged accordingly and released to appear in court on November 6th, 2018.

ASSAULT WITH A WEAPON, ASSAULT CAUSE BODILY HARM, THREATS

Cornwall, ON – A 45-year-old Martintown man and a 20-year-old Cornwall man were both arrested on October 6th, 2018. The 45-year-old man was charged with assault cause bodily harm, and the 20-year-old man was charged with assault with a weapon and threats. It is alleged during an argument on October 6th, 2018, the 45-year-old man assaulted his stepson, the 20-year-old-man, causing an injury that required medical attention. It is further alleged the 20-year-old stepson threatened to harm his stepfather with a knife and assaulted him with an object. Police were contacted and an investigation ensued. During the investigation, both men were taken into custody and charged accordingly. The 45-year-old man was released to appear in court on November 6th, 2018 and the 20-year-old man was released to appear in court on November 15th, 2018.

ASSAULT, ASSAULT WITH A WEAPON, DANGEROUS OPERATION OF A MOTOR VEHICLE, THREATS, MISCHIEF UNDER $5000

Cornwall, ON – Donovan Conlon, 32, and Heather Chaloux, 29, both of Orleans, were arrested on October 7th, 2018 and charged with the following:

Donovan Conlon:

• Dangerous operation of a motor vehicle

Heather Chaloux:
• Threats x 3
• Assault
• Assault with a weapon
• Mischief under $5000

It is alleged on October 7th, 2018, the man was operating a motor vehicle in a dangerous manner, ramming it into another motor vehicle multiple times. The driver of the other motor vehicle was allegedly assaulted by the man, and assaulted with a cup by the woman. It is further alleged the woman caused damage to the motor vehicle and made threats to harm the occupants inside. Police were contacted and an investigation ensued. During the investigation, the man and woman were taken into custody, charged accordingly, and held for a bail hearing.

FRAUD UNDER $5000, POSSESSION OF PROPERTY OBTAINED BY CRIME, BREACH

Cornwall, ON – Denis Cote, 39, of Cornwall was arrested on October 7th, 2018 and charged with fraud under $5000, possession of property obtained by crime and breach of probation for consuming alcohol and failing to keep the peace. It is alleged on October 7th, 2018 the intoxicated man was in possession of two bank cards that did not belong to him and police were contacted to investigate. On October 7th, 2018, he was taken into custody, charged accordingly and released to appear in court on November 20th, 2018.

BREACH

Cornwall, ON – Marc Pharand, 27, of Cornwall was arrested on October 7th, 2018 and charged with breach of recognizance for failing to reside at a certain address. It is alleged the man was not residing at a certain address, despite his conditions, and police were contacted to investigate. During a traffic stop on October 7th, 2018, the man was taken into custody, charged accordingly and held for a bail hearing.

WARRANT

Cornwall, ON – Jesse Benedict, 34, of Hogansburg, NY was arrested on October 8th, 2018 on the strength of a warrant. It is alleged the man failed to attend court on June 18th, 2018 and a warrant was issued for his arrest. On October 8th, 2018, a member of the Cornwall Community Police Service assumed custody of the man from the Akwesasne Mohawk Police Service as they had the man in custody on the strength of Cornwall’s warrant. He was held in custody for a bail hearing.

How Canadian Marijuana Legalization Will Affect Native People as of October 17th, 2018 by Doug George-Kanentiio

On October 17th Canada will enter a new phase in its history when the personal possession of marijuana becomes legal.
.
The enactment of Bill C-45 means an individual over 21 may have in their public possession up to 30 grams (1 ounce) of marijuana which can also be made into food such as cookies.
.
There may be 4 marijuana plants grown in each household which must be kept away from minors. Driving under the influence of marijuana carries severe penalties ranging from a mandatory $1,000 fine  for the first conviction to a month in jail for the second and 120 days for the third.
.
Also as part of the penalties will be five years in prison for selling marijuana without a license although it may be given to another within the above amounts.
.
For the police deciding how to determine if a person is driving under the influence of marijuana is mostly guess work since the technology has yet to be developed to accurately set a firm standard.
Crossing the border into the United States will be an issue. While states such as Colorado and Washington have decriminalized personal marijuana use the narcotic remains illegal under federal law.
Therein is the problem for Canadians who use marijuana and enter the US.
Border officers may ask a driver if they, or their passengers, have used marijuana. If one has used and denies it they may be subject to further inquiries and charged with a crime if it can determined there has been previous use. A border officer may detain the individual upon reasonable grounds of suspicion and examine not only the vehicle but any electronic device, such as a cell phone, which may indicate marijuana usage.

It is a federal crime under code 18 USC 1001 to lie to a customs officer who may either arrest the individual or order them to leave American territory where a permanent ban against re-entry may go into effect.
.
A person charged for marijuana use and/or possession will have their name entered into the Immigration and Customs Enforcement (ICE) data base which is permanent. They may, upon discretion of the border officers, be denied entry into the US.  They may have their names placed of the “no fly” list which includes not only suspected terrorists but possible drug dealers, sex offenders and other “criminals”. It is very difficult to have a person removed from the Terrorist Screening Database overseen by the Federal Bureau of Investigation and shared with Canada under the “Tuscan” compact.

For Native people who have relied on open passage in accordance with the Jay Treaty and the 1952 Immigration and Nationality Act and who may use marijuana this will also be an issue. As it stands a Canadian Native person with a blood quantum of 50% or more has all the rights of an American citizen with the exception of casting ballots in US elections. How Bill C-45 effects that right has yet to be determined.

At Akwesasne there may be arrests and detentions. Since the St. Regis Tribal and Mohawk Council of Akwesasne police agencies are empowered under US and Canadian statutes they will have little choice but to abide by those laws. There are thousands of border crossings at Akwesasne across the international boundary during any given day. The Mohawk population is effectively divided in half by that border which is largely open. There are no customs stations on the Akwesasne territory but there are two large Port of Entry offices on the western edge of the reservation but a highly visible US Border Patrol presence in the area.
.
To date, no discussions have been initiated as to the movement of marijuana from the southern (US section) of Akwesasne to the northern region (Canadian side). This will inevitably happen since it is anticipated that the demand for recreational and medical marijuana will skyrocket after October 17 and the domestic suppliers in Canada cannot meet the demand.
.
In short, legalization in Canada presents a serious matter for Natives and particularly for the Mohawks of Akwesasne.

SHYLO FLARO Charged in Cornwall for Ontario Works Fraud Over $5000 101118

FRAUD

Shylo Flaro, 32 of Cornwall was arrested and charged with fraud over $5000.00 on the October 10th, 2018. It is alleged that she failed to declare changes in her living arrangements to the Ontario Works Resource Centre between April, 2015 and December, 2015 which resulted in an overpayment of $8358.80. She was released to appear in court on the November 6th, 2018.

WARRANT

Cornwall, ON – Lisa Sauve, 30 of Cornwall was arrested on October 11th, 2018 on the strength of a warrant. It is alleged the woman failed to attend court on September 18th, 2018 for a theft under $5000 charge and a warrant was issued for her arrest. On October 10th, 2018 the woman was spotted walking in the area of Ninth Street and Sydney Street by a member of the Cornwall Community Police Service. She was taken into custody on the strength of the warrant and held for a bail hearing.



FAILT TO ATTEND, ASSAULT POLICE

Cornwall, ON – A 13-year-old Cornwall youth was arrested on October 10th, 2018 and charged with fail to attend court and assault police. It is alleged the youth failed to attend court on October 10th, 2018 and an investigation ensued. The youth was later located by police, taken into custody at which time he kicked an officer. He was charged accordingly and held for a bail hearing. His name was not released as per provision of the Youth Criminal Justice Act.

DANGEROUS OPERATION OF A MOTOR VEHICLE, FLIGHT FROM POLICE, MISCHIEF

Cornwall, ON – Charles Thomas, 20 of Hogansburg, NY was arrested on October 11th, 2018 and charged with flight from police, dangerous operation of a motor vehicle and mischief. It is alleged on October 10th, 2018 the man failed to stop for police in the area of Leitch Drive, he then drove in a dangerous manner as he fled from police causing damage to a property on Leitch Drive. He was later stopped by members of the Regional Task Force and turned over to a member of the Cornwall Community Police Service. He was charged accordingly and held for bail hearing.

There were 50 calls for service in the City of Cornwall in the last 24 hours (8am the previous day to 8am the day of the release).

WARRANT EXECUTED – DRUGS AND WEAPONS SEIZED

 

(SOUTH STORMONT,ON) On October 4, 2018, members of the Community Street Crime Unit (CSCU), Emergency Response Team (ERT), Tactical Rescue Unit (TRU) and SD&G OPP officers executed a Controlled Drugs and Substances Search Warrant at a property on County Road 18, South Stormont Township. This resulted in the seizure of a quantity of Marihuana, hash oil, weapons (Long Guns), ammunition, brass knuckles and Canadian currency.

 

Melissa BROOKS (22) of South Stormont, Ontario was arrested and charged with;

 

– Produce a control substance

– Possession of Proceeds of Property obtained by crime – over $5000

– Possession of a controlled substance for purpose of trafficking

– Unauthorized possession of a firearm

– Careless storage of a firearm, weapon, prohibited device or ammunition ( 2 counts)

 

She was released and scheduled to appear in Cornwall court on November 15, 2018.

Murder in S Glengarry – Body of EMILIE MAHEU Discovered 101418

OPP LOCATE MISSING FEMALE

Now Deemed a Homicide Investigation

 

(SOUTH GLENGARRY, ON) – On October 11, 2018 at approximately 8:30 p.m., members of the Stormont, Dundas and Glengarry (SD&G) Detachment of the Ontario Provincial Police (OPP) responded to report of a missing female from a residence on County Road 34, South Glengarry Township. Emilie MAHEU, 26-years-old, of South Glengarry was last seen at approximately 1 p.m. on October 11, 2018, leaving her work in Alexandria, Ontario

 

On October 13, 2018, at approximately 11:30 a.m., SD&G OPP responded to a report of a body being discovered in South Glengarry Township. The identity of the person is confirmed to be that of Emilie MAHEU, the missing female.

 

The OPP is now treating this investigation as a homicide. A post mortem examination will be conducted later this week at Ottawa General Hospital.

 

The investigation is being conducted by members of SD&G Crime Unit, supported by Forensic Identification Services (FIS), and the East Region Regional Support Team (RST), under the direction of Detective Inspector Rob HAGERMAN, of the Criminal Investigation Branch (CIB).

Cornwall Ontario – It is always wonderful to see our young people out in the community

volunteering to help support their organizations.

On the Thanksgiving Saturday, the Army Cadets were ‘tagging ‘ us.

Two very charming young girls were located at Giant Tiger, one in uniform.

They were both very pleasant and I bought two tags, one from each of them.

Little chilly for the Cadets with a cold wind blowing but they didn’t seem to mind. Ah, to be young again.!!

On the website it states that the Army Cadets learn to use maps, first aid, camping and survival skills, canoeing, trekking, mountain biking, GPS technology and other activities could include parachuting, white-water rafting and glacier climbing. In addition to their specialty training, the Army Cadets could be involved in, among other activities, sports competition, marksmanship and biathlon sports, music training and competitions. The headline read:” Is Your toddler a little monkey?” An article published in September by the Ottawa Citizen Newspaper (The Telegraph ) : (https://ottawacitizen.com/news/world/is -your-toddler-a-little-monkey-researchers-amaze.) about researchers who were amazed to confirm that toddlers are” just tiny apes” who share 96% of the very same gestures.

It states that before children learn to talk they use hand and body movements to communicate just like chimps and gorillas. The Chimpanzees research was conducted in Uganda and the young children were observed in Germany and Uganda. Some of the same gestures include hand and body movements to communicate. Children, age one and two, apparently use 52 gestures such as: head shaking, poking, stomping, hitting themselves and throwing objects and 50 of these movements are also used by apes. Very interesting article.

One day was kind of a ‘ babies day’. Having just read the article I was a bit mesmerized watching some of the babies gestures in strollers and others toddling down the store aisles. One little baby boy in a stroller looked as if he was trying to get his toes in his mouth. I mentioned the research very briefly to the mom but I don’t think the mother was very impressed with my little talk about the babes and chimps. I thought later that it is probably not a good idea to tell a mom about the research because it may sound too close to home, instead of research. She may have thought I was insinuating that her baby boy was like a little monkey. Too personal, I guess. He was cute, though and I wonder if he ever got those little toes of his toes in his mouth. He was giving it a good try anyway.

I was reminiscing with my old classmates, Frances Glass Irwin and Myrna Plumley Watt lately about when we were In grades 7 and 8 at Central Public School. The girls had Home economics and the boys had Woodworking. I know my brothers made some nice pieces of wooden articles. We girls had sewing and cooking. I have to admit that I remember very little of it and probably would have forgotten even more had I not made this little garment cover in sewing class. My Mom kept it for me and I still have it.

My friends Fran and Myrna remember that the teacher’s name was Miss Graham. They both recalled sewing a skirt. The said we learned to sew on buttons. Myrna made a potholder that was a pink owl with a large black stitching around it and she still has it. She thinks we made an apron and white blouse also. Fran remembers that we had to show the teacher each step we made like pinning, basting, etc. We remembered making a dessert, “Blanc Mange”. Doesn’t sound like I would have liked it since it is only flour, milk, vanilla and sugar…no chocolate. Fran thinks we made cookies also and probably lots of other stuff too. Looks like we learned a lot and probably had a lot of fun doing it. And at that age, many moons ago, of about 11-13 yrs old, we were probably quite proud of what we had accomplished.

I remember more about our music classes those years. I started out learning how to play the violin and how to take care of it. Somewhere along the line though, I was switched to an Alto, a small brass instrument. It could be that the teacher got tired of my ‘squawking’ on the violin and thought she could endure a little ‘beep- beep’ on the horn better. I have to admit, it may be true.

I have had this book for quite awhile. I think I picked it up years ago at a book sale. This is a 1951 Edition with a 1951 copyright. It has many essays, quotations and poems including some inspirational passages from the Bible. There is 489 pages and hundreds of authors including Alfred Lord Tennyson, Robert Browning, Emily Bronte and Rudyard Kipling to name only a very few. There are quotes from Dwight D. Eisenhower, William Faulkner and Benjamin Disraeli , Albert Schweitzer, Vincent Van Gogh, Marcus Aurelius and Winston Churchill to name some of them.

There are 3 quotes of Winston Churchill dated January 17, May 13 and June 4, all 1940. The last one contains some lines from his famous speech: “We shall not flag or fail. We shall go on to the end, we shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our Island, whatever the cost may be, we shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender…”

Great book to pick up and read anytime.

Speaking of little monkeys…. My friend Linda had a female Calico cat named Pacer. Linda said that she got Pacer as a tiny kitten and even then, the cat had very long legs.

Pacer figured out when she was quite young how to flush the toilet and it became one of her favourite things to do. She could jump up from the floor to the top of the toilet tank, lean way down, push the handle and the toilet would flush. She would watch the water swirling around in the bowl. Probably liked the sound also.

Watching the cat lean over so far made Linda afraid Pacer would end up head first in the toilet bowl. When the water stopped swirling, Pacer would push the handle again and start all over. Living in a townhouse at the time with very thin walls, Linda used to tie the bathroom door handle to a railing to keep the cat out of the bathroom when she wasn’t home so as to not disturb the neighbours with the continual flushing noise.

Linda said that Pacer didn’t seem to like other people in the house and when Linda had visitors, the cat stayed upstairs. One evening when she was hosting a group of friends, Pacer, as usual, was nowhere to be seen. One of the guests advised her that her upstairs toilet was running continuously. It didn’t take Linda long to figure out what was happening. Because she was home she hadn’t tied the bathroom door shut and Pacer was letting her know how she felt about Linda’s guests. What a cat!! What a little monkey!!

Cornwall, ON – A 45-year-old Cornwall man was arrested on October 12th, 2018 and charged with mischief under $5000. It is alleged during an argument, the man damaged a television belonging to his girlfriend and police were contacted to investigate. During the investigation, the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

WARRANT

Cornwall, ON – Marc Fournier, 36, of Cornwall was arrested on October 12th, 2018 on the strength of a warrant. It is alleged the man breached his probation and a warrant was issued for his arrest. On October 12th, 2018, a member of the Cornwall Community Police Service assumed custody of the man from the Ottawa Police Service as the man was in custody on the strength of Cornwall’s warrant. The warrant was executed and the man was released to appear in court on November 15th, 2018.

Cornwall, ON – James Labelle, 31, of Ottawa was arrested on October 12th, 2018 on the strength of a warrant. It is alleged on October 10th, 2018 the man failed to attend court for a theft charge and a warrant was issued for his arrest. On October 12th, 2018, the man was taken into custody. It is alleged on October 1st, 2018 the man breached his conditions while he was in the company of his ex-girlfriend and police were contacted to investigate. On October 13th, 2018, he was taken into custody, charged accordingly and held for a bail hearing. Cornwall, ON – Jeffrey Burles, 34, of Cornwall was arrested on October 14th, 2018 on the strength of a warrant. He was also charged with theft under $5000 x 2 and breach of probation x 2 for failing to keep the peace. It is alleged on October 2nd, 2018 the man failed to attend court for a theft charge and a warrant was issued for his arrest. It is further alleged on September 6th, 2018, the man attended a Second Street East business and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. On October 14th, 2018, the man was located by police. He was taken into custody on the strength of the warrant, charged accordingly, and released to appear in court on November 15th, 2018. It is further alleged that later on October 14th, 2018, after being released from police custody, the man attended a Brookdale Avenue business and removed merchandise, making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. During the investigation the man was taken into custody, charged accordingly and held for a bail hearing.

Cornwall, ON – A 34-year-old Cornwall woman was arrested on October 14th, 2018 on the strength of a warrant. It is alleged the woman breached her conditions by contacting and being within 50 metres of her ex-boyfriend and a warrant was issued for her arrest. On October 14th, 2018, the woman attended police headquarters to deal with the matter. She was taken into custody on the strength of the warrant and released to appear in court on November 15th, 2018. Cornwall, ON – A 15-year-old Cornwall youth was arrested on October 17th, 2018 and charged with breach of undertaking for failing to keep the peace and breach of recognizance for failing to attend school. It is alleged the youth failed to attend school on several occasions during September and October, 2018 and police were contacted to investigate. The youth was taken into custody during the investigation, charged accordingly and held for a bail hearing. His name was not released as per provision of the Youth Criminal Justice Act.

ROBBERY, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE, BREACH

Cornwall, ON – James MacFarlane, 34 of Cornwall was arrested on October 17th, 2018 and charged with robbery, possession of a weapon for a dangerous purpose and breach of undertaking for failing to notify a change of address and for failing to keep the peace. It is alleged on October 17th, 2018 the man demanded money from a man known to him all the while brandishing a knife. Police were contacted and an investigation ensued. The man was later located by police, taken into custody, charged accordingly and held for a bail hearing.
