School Closures Being Politically Massaged in Eastern Ontario by Jamie Gilcig MAY 4, 2017

Cornwall Ontario – One of the biggest problems in managing the school system in Ontario are the multitude of school boards and weakness of politicians to make the right decisions.

Four year terms pass fast, and making a decision like closing a school or library can cost at election time as many have threatened on social media.

The cost of running and maintaining a building is prohibitive.   If you multiply that over a community like Cornwall and the area it’s huge.   While we can point fingers at the high cost of our teacher’s income; the bureaucratic overhead is pretty darn high as well.

Four school boards mean four sets of management and bureaucracy.  It means excess buildings, different union contracts and ultimately less dollars spent on actual education. Is it any wonder why we get such poor rankings from our regional schools?

Does it really make sense to have both English and French public and Catholic school boards in 2017?  Could not there be one school board with mandates to fulfill all while sharing buildings and overhead?

Note: There is a poll embedded within this post, please visit the site to participate in this post’s poll.

Frankly the amount of schools being closed is not enough based on the numbers.    In the Cornwall area we are seeing more seniors moving into the community; not families with school aged children.   Even Syrian refugees have ducked our area.   We also have lost families, and ultimately that’s seen in our empty seats in expensive buildings across the region.

Class size is a large factor in cost as well.   Teachers are not paid by class size directly.   While nobody would suggest over sizing classes, under sized classes bloat our cost per student dramatically.

All of these excess buildings need to be sold off or reused in the community so that funds can be available for newer schools as needed.    While we’re seeing some solutions involving some schools moving their student body into other schools more could be done.

And having one school board instead of four would dramatically reduce duplication of service.

At the end of the day our tax dollars for education should go into educating kids instead of where far too much of our budgets are going.

Of course that’s not popular, and at the end of the day would cost some people their jobs.  That’s not how you win an election, and that of course not how you get re-elected.

It’s a slippery slope that at the end of the day we all pay for.  Mostly our future generations that are passing through the system simply lacking skills and knowledge because resources are being spent on empty seats.

For the rural communities facing the loss of their facilities empathy and even sympathy may be warranted, but the  Canary has been singing in the coal mine for decades now.   Instead of communities like South Stormont that behave in the oddest of manners, perhaps they should look at behaving in manners that attract young families rather than chase them away?

Culture, entrepreneurial opportunity, diversity, openness,  the arts, and inclusivity is what attract people, especially younger people.    Not Bun Fest, or petty corrupt politics.

The status quo has us where we are today.  The challenge for many rural communities is whether they can pull together and work towards improvement or simply watch more facilities close in their communities.

Why Businesses Need to Be More Professional With Media & Market Smart by Jamie Gilcig MAY 10, 2017

$

CORNWALL ONTARIO – This morning I received a release from a major Home Store chain.   It was professionally written and normally I’d be intrigued.

I emailed back explaining that we’d love to assist, but that we generally don’t do so for businesses that boycott us.

That means if we have never sold an ad or marketing plan to them there’s kinda no reason to give them some honey.

And being featured in CFN, even in a story like this is a form of honey.

Independent media of course get treated differently than larger chain outlets like the Montreal Gazette or Ottawa Citizen.  An owner of a small business would be lucky to get a moment of the time of a publisher or editor in the same nature as I probably wouldn’t get to talk produce with Galen Weston if I was shopping at Loblaws.

What some people forget is that a media outlet isn’t a writer, editor, or even publisher, but it’s audience.

The entire purpose of advertising is to reach a large pool of eyeballs of people of whom you wish to give you their money.  It’s about numbers and cash.

This pr person responded and I responded back:

Carly, I have to say that first off I’m a firm supporter of a free market.  Businesses can overpay for weak advertising and that’s their choice,

But a brand like Home Hardware, to be paying what it does regionally, not just the Fines, and not take advantage of a media outlet like CFN is plain silly.
Akin to your reply.   As a media outlet we cover a lot of issues; important issues.   And as opposed to certain media that don’t, always should be supported, especially when our products are of better value and quality.
Cheers, and I guess I will no longer shop at Home Hardware personally and write about why.
I also shared that they most likely spent, without exaggeration, about ten times for a one week push in the Seaway News what they could have had in CFN for a longer period and which I’d bet the cost of the ad would have had much more results and traffic.  That’s no offense to the TC media owned outlet (until it’s sold as it’s now for sale).  They simply do not have this newspaper’s audience.
And of course it’s my choice where I shop and where I share that information with if I so choose to.    I’ve shopped at Fines with no issue.  I actually liked their staff .
I support free business.  I support local when I can even if local is kinda loony at times.
It’s important.   For example I won’t set foot again in Cornwall Toyota as long as Troy Hickman is there.   I know quite a few others that feel the same way.  It doesn’t mean everyone should. It’s a choice.  I don’t begrudge people making a living, but when others seem to, well I tend to stand up for myself and others.
Just like Beau’s Beer, Quinn’s Inn and the local toy store that proudly stated that they never buy advertising.  As a my income is supposedly based on ad income why on earth would I shop there or support a business when there are alternatives that might?  Isn’t that simply common sense?
Again, free market.
Sadly Scott Fines decided to have a melt down over the phone in response.  Instead of communicating and maybe turning weirdness into cash he turned on the “I’m offended” drama.
I was always taught that the difference between Winners and Losers is how we deal with adversity.
People that behave like former Cornwall Kelsey’s owner Keven Hargreaves usually end up… out of business.
A lot of people read this newspaper.  Not all may like or love it, but quite a few do, but they read it as you are at this moment (Hi Scott! ) and more importantly when many are in trouble they come to us for help.
But without ad sales and without subscription donations from the public our resources become strained and we don’t get to have the impact in the community that most would like to see.

The media industry in general is growing through a transition that is impacting ad revenue.  A lot of fine journalists are no longer working.  The Freeholder for example just lost long time editor Len Hooper and journalist Greg Peerenboom to buy outs.

A strong Independent media is what separates a truly Democratic society from fascism and corruption.    Personally I think that’s worth supporting.
I honestly wish the Fine’s well.  They’ve invested a lot in the community with their two Home Hardware stores, but I don’t think I’ll be shopping there after Mr. Fine’s performance this morning.     Nor at any other Home Hardware because at the end of the day business is about money and I’m as careful where I spend mine as where I’m sure you are yours.

No Elaine, Taxes are Never a GOOD Thing by Jamie Gilcig MAY 16, 2017

CORNWALL ONTARIO – Cornwall City Council finally agreed at a residential tax hike for this budget of just under 2%.

Much gnashing of teeth and rendering of garments as Councilor Elaine MacDonald and her pet monkey bemoaned the small increase after failing to bump it up to near 3%.

“We are looking at this the wrong way around, we have a community and society because we invest in it with taxes. We have this attitude that tax is bad. Tax is good.”

Tax is never good.  Any politician that believes that, never mind states it shouldn’t be a politician.  We have to tax because costs have gone up or we’ve failed to manage our money.

Here’s the short version of why we tax.  We pool up all the fees, revenues, and monies we collect for the city each year.  The extra we need we have to levy taxes for.

There’s always a reasonable amount expected to be paid in tax, but most people sincerely hope that it’s well spent and that our governments don’t abuse the process.

Ms MacDonald is a retired school teacher, chair of the Labour Council, and severely conflicted NDP leader locally who gives the party their cliched reputation.

Should she even be allowed to be a sitting councilor and on the Labour Council board?  I mean, the woman that mops at City Hall isn’t allowed to run for council. How does this even happen?  It’s alleged, that the Labour Council gave their nod in the last election to one candidate that didn’t even submit their questionnaire.
.
You had the President of the Labour Council optically involved in pushing one of the largest voter blocks in directions that led to the unlikely election of her monkey Carolyne Hebert and Claude McIntosh.   Crazy, huh?
.
This in a city where so many police, fire, and teachers are on the Sunshine list when so many make less than $30K per year or are on fixed incomes.
.Note: There is a poll embedded within this post, please visit the site to participate in this post’s poll.
.
That cost of living of 2.5% for the Sunshine list crowd is over 10% for those who have to pay those salaries.
.
That math doesn’t work.  Eventually you’ve priced yourself out of the ability to pay.
.
The problem in Cornwall is that too many voters don’t educate themselves and vote as though it’s a popularity contest.   Those that can do a good job rarely run because the honorarium is so low and it can be a difficult path.
.
There needs to be cuts to our overall budget, but not so much in services.   It’s like telling a child you can’t afford cookies because mommie wanted a new a new car.  Cornwall has a bloated leadership.  What exactly does Mark Boileau do for his $150+ ?  Why is our HR manager getting these bumps in cash?   Why do we pay about $17 million per year for policing when the Counties pay about $11M with nearly 50% more population and far greater area to cover?
 .
Why do we keep bloating our fire services when so many of our fire team live outside of the city and seem quite content with volunteer fire services?
 .
Add in the cost of scandals, boycotting local newspapers, and you don’t need a degree to see where the money is going.  It’s not about token services, and frankly it’s shameful to use that as a justification of the tax abuse that our councils have effected on us for the last twelve or so years.   And many of those on this council have been a part of and voted for said increases.
.
Recently this newspaper discovered that Guy Lauzon was hitting up each city councilor for a $500 donation from their expense accounts to his partisan Canada Day events run under the guise of a committee.   The City also donates about $10K+ of in kind services.
.
Note: There is a poll embedded within this post, please visit the site to participate in this post’s poll.
The City also is now hiding some of the spending on outside groups under the Economic Development umbrella so it’s not as obvious where the cash is going.  It also gives far too much power into one department.
.
How about the donations given to some of the richest in our community by the city for a vanity university project at NAVCAN which isn’t even part of the Cornwall taxbase?   Really, the Kanebs and Gerry Benson couldn’t afford to kick in that small bag of cash?   And why at Navcan when we have so much freaking empty office and other space in Cornwall?
.
All of these abuses of the tax purse add up.
.
The utter disaster that is our Economic Development and now tourism office is another area of gross waste.  How much does that city spend on Cornwall Living magazine which should be retitled, Friends and family of Bob Peters Magazine with some advertisers from the Seaway News”.  $20K?  $15K?  More?
.
The failings of City Hall run deeper than an inept and corrupt council collectively.  It’s the large salaries given to managers and staff who are there through cronyism and nepotism, and simply don’t earn their keep.
.
A recent example.    I was walking at the Benson Centre and noticed that the rink boards were less than 25% filled.   That’s embarrassing as the facility is supposed to be a showcase for Cornwall instead of just building two rinks.
.
I asked Janice Robinson who’s in charge how much it is to rent a sign.  No response.  I emailed again ten days later, but this time cc’d a few folk and got an immediate answer.
.
I offered to give the City $2500 in ads to help fill those signs in exchange for a single space. $700.00.    In other words, the largest newspaper in the city offered over three times the value for something that was probably over valued to start with to help promote a facility with less than 25% fill rate.
.
She refused.    Again how did she get her managerial position in the first place?  How did she go from Farmboy to running a city department?
.
Was is simply because she was married to ED poobah Bob Peters, and was given the job when he allegedly  had to resign over his abuse of City Credit cards at a European Bordello before being brought back for the Kilger election campaign and then given his job as a thank you when Bob the Non Builder was elected?   How much cash has Mr. Peter’s spent of city money supporting friends via the ED file?
.
Is it any wonder that out of town lawyers are vulturing out city now looking for clients who too want their MPAC evaluations reduced, something that has and will cost the city eventually millions in lost revenues?
Of course the only way to get those dollars back is to improve values and that can only happen if people are attracted to Cornwall.
.
It’s a vicious circle and cycle.
.
So Elaine we don’t need more taxes.  We actually don’t need you or your monkeys.  We do need good people to step up next election and run with a clear position that they will chop taxes and drain the swamp at City Hall like the City of Brampton did when it dumped over 20 managers.
.
At the end of the day there simply is no rational or honest reason to raise taxes in Cornwall this year.  There is no rational or honest reason to cut services.   There is it seems, an utter lack of backbone of the Mayor and Council to tackle runaway labour costs and deal with ineffective management.

BREAKING – St. Felix Fire Started by Burning Trash in Front Yard MAY 17, 2017

Cornwall Ontario –  The quick thinking of a cute Cornwallite alerted Cornwall Emergency services to the fire that broke out in the 300 Block of St. Felix this afternoon.

A 911 call was placed stating that a senior on a wheelchair or electric scooter was burning trash on their front lawn which led to a three building blaze, downed power lines, one burnt truck, and allegedly the death of a few kittens.

I was driving by, and saw a man throwing garbage on to a fire that was lit on his front lawn only a few feet from his house. It looked dangerous, and it’s windy, so I called 911 and went back to my errands for work. We’ll by the time the fire trucks got there a minute or two later, the house and I think the car was on fire. You could see the smoke for blocks. On my way back from the errand I stopped and spoke to an officer. I told her that I had called 911 and what I saw…she said that if I hadn’t called it might have been much worse and the neighboring houses could have gone up too. She took my name and I will be giving a statement.

The witness continued:

Idk if he’s mentally ill or what….but the fire was deliberately set I’m almost positive. He was sitting there throwing stuff on it.

The desk sergeant at the CCPS stated no charges had been laid as of press time.

We will update as more information becomes available.

Cornwall Ontario –   CFN has learned that the CCPS will be filing charges against the man who triggered a major fire on St. Felix street after burning trash on a windy day Wednesday afternoon.

OUR COVERAGE OF THE FIRE

A confidential source stated that there would be various charges.  They added that there was speculation that:

…say that he was a hoarder who was facing fines if he didn’t clear up his porch, and also that the city didn’t take his trash on Monday night. So either he was attempting to burn his trash to comply with the order….or he was doing it in a fit of rage…

We will be updating this story as more info becomes available.

Elaine MacDonald Puts Cornwall in Liability Position After Wage Freeze Shadow Negotiations MAY 19, 2017

Cornwall Ontario –   I live in a very strange community.   Here in Cornwall the people that clean city hall can’t run for council.  Yet Elaine MacDonald, President of the Labour Council, can.

That’s letting the fox in the henhouse when it comes to the staff that make the city work.

Likewise it tends to lead to heavy block voting with organized labour, which make up a far larger percentage of those working in this community than the norm, voting for whomever will rubberstamp their wage increases which is a huge factor in the disaster that is this city’s finances.

In the latest budget fiasco which only saw a near 2% increase instead of a cut, it was Elaine, her pet monkey Carilyne Hebert, and Bernadette Clement voting for a near 3% raise.  All were given the Labour Council’s thumbs up at the last election.   Mayor O’Shaughnessy, deviating from his Conservative roots also voted for higher taxes.

Elaine was actually quoted saying that we dirty public folk have it all wrong and that more taxes were good.

She failed though.   Council didn’t support the higher tax hike because…an election is coming, but now the question is how will the city’s unionized employees react to a wage freeze, especially in light of the huge salary bump given to HR Manager Geoff Clarke recently and other managers?

They might even question what some managers like Mark Boileau and his $150K per year actually do?

The Standard-Freeholder is suggesting that HR Manager Clarke and council have done some voodoo budgeting, by cutting monies put forward for wage increases that employees can’t get a bump without deficit funding.

Now apparently Elaine has turned on her own council and suggested wrongdoing of a potential law breaking nature.

Hello!  Pot meet Kettle!   Ms MacDonald has been an active member in council’s past that have broken many laws and been sanctioned by the integrity investigator.   Where was her voice then?  She still was in conflict of interest over her belonging to a group seeking funding for a vanity university and voting to give up said funds.

Is her loyalty to Council or organized labour?  Is she simply lashing out like the petty person she is and potentially putting council into a liability position by suggesting her council and government have broken some mysterious law that she won’t specify?

“I think there is something egregiously wrong about the budget as it stands and it has something to do with the closed-meeting motion,” declared MacDonald. “I think we crossed a line and we’ve entered into a realm of illegality, unconstitutionality …”

Those are incendiary comments at the very least.  At the most it could lead to a big legal bill.

Of course this writer might suggest that the city wouldn’t have to play hardball with its unionized employees if said employees hadn’t given council and senior management the slack they have the last dozen or so years.   That by sanctioning puppets it’s led to a weaker government locally that has allowed a delicate local economy to falter.

In the end you do reap what you sow.

The question is how much this will impact the next election and if we’ve finally seen the end of corrupt politicians like Elaine MacDonald, and those that simply vote the way she wants them to in Cornwall?

What do you think dear CFN viewers?  You can post your comments below.
