County Road 25 in South Glengarry Township CLOSED after FATALITY – July 18, 2013

OPP SD&G OPP officers are currently at the scene of a fatal collision involving a pedestrian and a vehicle on County Road 25, South Glengarry Township.

A portion of the roadway is closed from County Road 34 west to the Glen Roy Road, OPP are requesting motorists to use an alternate route as emergency crews attend to the scene.

melly 12CFN – A boy and his dog.   As I approach my own 49th birthday which for some reason I’m feeling is very very old I’m going through the process of dealing with the end of probably the deepest relationship of my life.

I brought Melly home when she was 7 weeks old.   In these days of shrunken family units and the seeming inability for people to sustain relationships Melly has always been my rock as dogs are to countless millions around the world.

I used to bring Mel on first dates.  I know, crazy, but Rotties “know” things about people from their years of being protective.

When I brought her home I really didn’t think about how short Rottie’s lives normally are.   I knew my friend lost both of his under the age of six; but who really thinks about that when you have a bundle of puppy in the crook of your arm with that little nose and face looking up at you?

Mel and I have been very very lucky.   She’s 12 now and sadly starting to really show it.  She’s starting to limp.   She has some cysts and tumors that we’re going to have the vet deal with.   She sleeps more; but she still loves her food and her little brother who no matter how much he pesters her still ends up snuggled in the crevices of her body.

She’s been with me through death and divorce.  She’s been there on the darkest of days and nights only asking for her hugs and cookies, and the occasional cheeseburger.

I now make her food from scratch.  She gets her glucosomine.   She has the best vet in the world, Dr. Debbie Nash, who has been taking care of her since she was a puppy.   No more chasing balls or squirrels although she still will dart after one and then pay the price.

When I take her out she’s not in any rush; sometimes she just stands and smells the wind.   She’s smart as she will want to go out because she knows she gets a treat when she comes back in.

Her aging has made me aware not only of her limited days, but of my own.   Sometimes in the dark I rest my hand on her side (she’s a cuddler) and feel her breathing realizing that one day she won’t be there to reach out to.

Melly-Dec-24-12-598x800Time is the only thing we can’t buy on this tiny planet.   Mortality is always there no matter who, no matter where.    Sometimes I think our pets short lives are there to teach us lessons of our own mortality.

She’s been a huge gift of life and I’m blessed to be able to make the time to cherish the moments I have left with my furry friend.

I know in this world with so many huge problems and much more important issues than this little story that’s but a drop; but how many of us take our pets, family, and friends for granted only to be stunned when they are gone for whatever reason?  How many of us have to work crazy hours and neglect the things in life that matter most?

So today; if you’re still reading this at this point maybe think about those you care about most and ask if you’re spending enough time with them because one day they or you will be gone.

Life is short.

And if you’re looking for a pet please consider adopting or rescuing a senior.   It will enrich your life and help them when they need it the most.

Cornwall Ontario’s Little Historian Sara Lauzon Wants To Name Street After Judge Jacob Pharand Pringle – PETITION

judge pringleCFN – Cornwall Ontario resident Sara Lauzon is on a quest.   Better known as “The Little Historian” she wants City Council to name a street or lane after Judge Jacob Pharand Pringle and she’s set up an online petition which she hopes to present to council and lobby for support.

Inspired by Thom Racine’s successful bid to have  a lane named after slain Constable John Robert Davey Sara is hoping that the public embraces her goal.

I spoke with Sara about Judge Pringle, living in Cornwall, and why history is so important.

Some of the highlights of Judge Pringle’s career;

1837 – Judge Pringle served as a Private in the Rebellion of 1837. (He occupied the Old Fort at Coteau Du Lac, Quebec.)
* December 1838 – Pringle served as a Private, Corporal, and Sergeant in a company of artillery that his father had been authorized to raise. It disbanded in May 1839.
* Autumn of 1862 – Judge Pringle created and served as Captain in the Cornwall Volunteer Infantry Company. He kept this position until he was appointed Judge in 1866.
* He was mayor of Cornwall in 1855 and 1856.
* November of 1857 – Judge Pringle became Clerk of the County Council for Cornwall. (Which he held until 1866.)
* January 1858 – Judge Pringle became Clerk of the Peace & County Crown Attorney for Cornwall. (Which he held until 1866.)
* 1866 until 1878 – Juniour County Court Judge for modern day Stormont, Dundas and Glengarry.
* December 1870 – Judge Pringle was appointed Local Master of the Court of Chancery for Cornwall.
* 1878 – Judge Pringle was appointed Surrogate Judge of the Maritime Court.
* June 1878 – Judge Pringle was appointed Judge of the County Court for modern day Stormont, Dundas and Glengarry.
* Judge Pringle was also Cornwall’s first historian. He wrote the first historical account of Cornwall and some surrounding areas, “Lunenburg or the Old Eastern District.”

         Cornwall ON- On July 18, 2019, Helen Gray was arrested on the strength of an outstanding warrant.  The female was released to attend court June 25, 2013 after being arrested in May 2013 for Driving while Disqualified.  She failed to attend court and a warrant was issued.  She was held for a bail hearing July 18, 2013.

 

         Cornwall ON- Paul Kameka, 34 of Cornwall, was arrested on July 18, 2013 on the strength of an outstanding Bench Warrant.  The male had failed to attend court July 16, 2013 after being released by police June 3, 2013 for failing to attend court at that time.  The male was charged with one count of Fail to Attend Court and held for a bail hearing July 19, 2013.

 

BREACH

         Cornwall ON- On July 19, 2013, a 15 year old female was arrested for one charge Breach of J.P Recognizance.  Uniformed Patrol came across the female in the area of the Cornwall Harbour.  Investigation revealed that the youth was bound by a condition of curfew between the hours of 10:00 p.m and 6:00 a.m, except in the presence of her surety.  The female was subsequently arrested and held for a bail hearing July 19, 2013.

 

DRUGS

          Cornwall, ON- On July 18, 2013, Members of the Cornwall Community Police Service Street Crime Unit arrested Marc Dumond, 48 of Cornwall, with Trafficking in Fentanyl.  He was further charged with breaching two Police Undertakings, Possession of a Controlled Substance and Possession of Property obtained by Crime.  He was held for a Bail Hearing July 19, 2013.  The total value of drugs and property is estimated at $550.00.

 

BREAK AND ENTER

         Cornwall, ON- On July 18, 2013 police were called to a York Street residence regarding a break and enter.  Investigation revealed that a 20 year old male attended his ex-girlfriend’s home demanding his property back.  The male subsequently broke into the apartment, retrieved his belongings, yet also took jewelry belonging to the female victim.  The male was subsequently located, arrested and charged with Break and Enter Commit Theft, Breach of Probation for failing to Keep the Peace and be of Good Behavior, and Possession of a Controlled Substance for possessing marijuana upon arrest.  He was held for a bail hearing July 19, 2013.  The male’s name is withheld as it could identify the victim.

 

THEFT

         Cornwall, ON- On July 18, 2013, Zachary McKinnon, 22 of Cornwall, was arrested for Theft.  A police investigation commenced in June 2013 after it was alleged that the male had taken a guitar from a friend without consent.  Since the male failed to return the property, police developed grounds to arrest him.  He was arrested and charged with Theft Under $5000.00, and Breach of Police Undertaking for failing to Keep the Peace and Be of Good Behavior.

FRAUD UNDER

            Cornwall, ON- Cameron McBain, age 19, of Cornwall was charged on July 17, 2013.  It is alleged that between December 20 and 24, 2012, he deposited two empty envelopes in a local bank’s automated machine then subsequently withdrew a total of over $200.00.  He was charged with two counts of Fraud Under $5000.00.  He was held in custody to await a Bail Hearing at a later date.
IMPAIRED  

Cornwall ON- Sarah Humphreys, age 19, of Cornwall was arrested on July 17, 2013.  It is alleged that she was operating her motor vehicle on Second Street East when she lost control and hit the curb on the south side of Second Street.  Police observed this accident and attended the scene.  An investigation was conducted.  The driver was found to be under the influence of alcohol.  She was charged with Impaired Operation of a Motor Vehicle and Over 80.  She was released to appear in court on July 29, 2013.

 

BREACH UNDERTAKING AND RECOGNIZANCE 

            Cornwall, ON- Ashley King, age 30, of Cornwall was arrested on July 18, 2013.  She is bound by an Undertaking with the relevant condition to keep the peace and be of good behaviour.  She is also bound by a Recognizance with the relevant conditions to sign in at the Cornwall Police Station on Mondays and to keep the peace and be of good behaviour.  On Monday July 9, 2013, she failed to sign in as required.  She was charged with two counts of Breach of Recognizance and one count of Breach of Undertaking.  She was held for a Bail Hearing later today.

VICTIM IDENTIFIED IN FATAL COLLISION
(South Glengarry) – SD&G OPP are continuing their investigation into a fatal motor vehicle collision which occurred July 18, 2013 at approximately2:00pm on County Road 25, South Glengarry Township.

A vehicle, driven by a 72year old female from South Glengarry, was westbound on County Road 25 when it fatally struck a male pedestrian. Maurice O’CONNOR (92) of South Glengarry was pronounced deceased at the scene. The driver of the vehicle received minor injuries.

SD&G OPP officers, assisted by OPP Technical Traffic Collision investigators continue the investigation.

SIU Investigates Motor Vehicle Injuries in York Region

Mississauga (18 July, 2013) — Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding injuries reportedly sustained by a male in York Region involving an officer from the Guelph Police Service (GPS).

On Thursday July 18, 2013, York Regional Police (YRP) contacted the SIU with information about the injuries reportedly suffered by the male in a collision with a cruiser operated by an on-duty GPS officer on August 12, 2012.  The complainant had recently brought the injuries to the attention of the YRP.

The SIU has assigned an investigator to probe the circumstances of this incident.

Anyone who may have witnessed this incident is asked to contact the lead investigator at 416-622-2290 or 1-800-787-8529 extension 2290.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

SIU Closes Investigation into Toronto Incident

Mississauga (18 July, 2013) — Based on the Special Investigations Unit’s (SIU) preliminary enquiries into the injuries of a 33-year-old man in Toronto. SIU Director Ian Scott has terminated the investigation.

On Wednesday, July 3, 2013, at 8:17 a.m., a member of the media forwarded an e-mail to the SIU with a link to a You-Tube video showing Mr. Craig Thompson being forcibly arrested by Toronto Police Service (TPS) officers.  The narrative included in the video link indicated that Mr. Thompson was hospitalized for a week after the incident and had difficulty walking and difficulty seeing from his right eye.

On July 4, 2013, Mr. Thompson was interviewed by SIU investigators.  He signed medical releases allowing the SIU to obtain those records. On July 10, 2013, SIU investigators obtained his medical records.  The files indicated that Mr. Thompson’s injuries did not fit the SIU’s definition of ‘serious injury’ necessary to attract the SIU’s jurisdiction, and the director terminated the investigation. However, Toronto Police may conduct its own investigation if it chooses.

Tragic Motor Vehicle Accident Sends Young Girl to Hospital in Cornwall Ontario – July 19, 2013

jeep cornwallCFN – A Cornwall Ontario Nurse was able to use some of his skills to help a teen girl he tragically struck mid day.   The accident occurred  at the busy corner of 13th and Pitt.

The girl has reportedly been transferred to CHEO and is in critical condition.   No charges have been laid as of press time.  It’s alleged that the girl was hurrying across the busy interchange, and that the driver was not speeding.

Big Wind Shortens Long Sault Farmer’s Market by Reg Coffey July 20, 2013

CFN -Rain or shine the Long Sault Market will still go on but high winds and the threat of a tornado sends us home early. The market closed at 4 PM instead of the usual 6 PM. The wind was so strong yesterday that much of our time was spent holding down our tents. Unfortunately three vendor’s tents suffered damage from the high winds and had to be taken down.

The good news on this blustery Friday afternoon was that Rubicon Farms was there with the first locally grown blueberries of the season and we had two new vendors from the Summer Company, Crystal Primeau with “Crystal’s Bowtique” and Victoria Cotnam with “Little Bird Sewing”. All three vendors are welcome additions to the market.

You can still see that in spite of the big wind and tornado warning people still came out to buy all the fresh local products that they have come to appreciate and depend on. I will admit though, not a lot of people were lined up for a hot cup of coffee in the 32°C temperature with a humidex reading of 44°C. Actually the only thing that made standing in the heat and humidity bearable was the high winds.

While the wind may have dented our resolve to keep the market open we will be back next week with the latest fresh locally grown produce available and other locally produced goods for sale. I can’t make any promises but the long term forecast says that next Friday will be sunny and a high of 26 degrees and there might even be some fresh corn.

Make the trip to Long Sault on Friday afternoon and you won’t be disappointed. I’ll have a fresh cup of coffee waiting for you.

Mold is a common occurrence in homes, but it can potentially cause health problems as well as damage to structures and surfaces if it is not controlled. Mold begins growing indoors when spores come in contact with wet surfaces or substances. Once established, mold can be very difficult to remove successfully – so prevention is the key.
MOLD PREVENTION

Mold cannot grow in the absence of moisture. Moisture can take the form of leaks, spills, condensation, and humidity, so controlling sources of moisture is the most important step in mold prevention. Here are some ways to avoid creating conditions in which mold will thrive:

Look for signs of leaks in supply and waste lines for bathrooms, kitchens, utility sinks, and laundry areas. Have any leaks fixed and dry the area thoroughly.
Check the condition of grout and tile on shower walls, floors, and around bathtubs. Repair and seal damaged grout to prevent mold from being absorbed.
Increase ventilation to the outside by using exhaust fans and attic ventilation.
Regularly empty and clean drain pans and hoses for air conditioning units and dehumidifiers.
Check for roof leaks that allow water to enter attic spaces or build up under roof shingles.
If possible, lower the overall humidity in the home to decrease condensation and create a less mold-friendly environment.

Places that tend to stay damp, such as showers, may be more difficult to keep entirely free of mold but it can be minimized. Diligent cleaning, opening a window or using a ventilation fan are often enough to keep mold at bay.

MOLD REMOVAL

Once mold has become established in the home it can be difficult to eradicate. Depending on the location and severity of the mold problem, a homeowner may need to engage a professional certified in mold remediation to remove it. A qualified professional will also take preventive measures to lessen the likelihood of recurrences.

 

 

 


Ilya Kovalchuk retires from the NHL – Sochi – Extensions & Trades by Joe Francis – July 21, 2013

CFN – lya, Ilya, Ilya… The New Jersey Devils franchise is in ruins. Zack Parise went to KovalchuckMinnesota. Martin Brodeur is likely in his final season as a Devil. The Devils went all-in to get the dynamic Russian and between trading for him and re-signing him the club put itself in a position of great expectation going forward. 

As we all know from lifes experiences things don’t always work out the way we’d like and in this case it doesn’t get much worse for Devils fans. On the surface Ilya cost the team two first round picks (One of which will be forfeited automatically at the 2014 draft) Niclas Bergfors, Patrice Cormier, Johnny Oduya, a Second round pick, A $3 million dollar fine (Cap circumvention on first extension attempt) and maybe the hardest to swallow in that whole ordeal is Zack Parise who with Ryan Suter of the Nashville Predators would sign monster deals to join the Wild.

Now the Devils are in a position no team wants to be in. Weakened and without a first round selection in the upcoming draft. David Clarkson signed a seven year deal with the Toronto Maple Leafs leaving them another winger short and blowing the door open for a youth movement in New Jersey whether they are ready or not. 

Many believe Lou Lamoriello is not going to idly watch the season pass but the best course of action at this point is restraint. The team traded their 1st round pick at the draft for goaltender Cory Schneider who is expected to take the starting job from future Hall of Famer Martin Brodeur. On the opening day of free agency the Devils signed some sandpaper in Ryan Clowe, Rostislav Olesz and Michael Ryder and had the decision from Kovalchuk been made sooner the team would have taken a swing at a Jarome Iginla type player to fill the hole. It’s believed Jaromir Jagr is close to signing in New Jersey but as we’ve learned Jagr is a wildcard and has been linked to multiple teams already this offseason so take that with a pinch of salt. 

The reality going forward is there is going to be some rough times for the Devils and their fans. Can Clowe replace Clarkson? Can the rest of the forward core step up and ease the post Ilya transition? The New Jersey Devils are in big financial trouble as well and more questions than answers are swirling around Newark. 

In my opinion Kovalchuk has crippled the Devils for years to come. Barring some lopsided trade the Devils are in for a world of hurt. Combined with the teams financial troubles and the aging legend between the pipes it’s comparable to quick sand and the team is falling deeper and deeper. The salary relief from Ilya’s “retirement” helps the financials of the team but the cost to this franchise at least in the short term is pretty devastating and it couldn’t happen at a worse time.

Sochi is a go

The elite of the National Hockey League have the greenlight to participate in the 2014 Olympics in Sochi, Russia. Canada will look to defend after a dramatic gold medal game against the United States in 2010 that saw Pittsburgh Captain Sidney Crosby bury the winner in overtime seen by the Vancouver crowd and millions at home setting up high expectations for the coming Olympics.

New deals for Chris Stewart in St Louis, Dustin Brown gets 8 years in Los Angeles, Matt Duchene gets 5 years in Colorado. Agitator Dan Carcillo was shipped to Los Angeles for a conditional pick in 2015.

Chris Raabe dominates at Cornwall Motor Speedway! by Martin Bélanger – July 22, 2013

Jessica Powers Wins sportsmanCFN – It was ladies night at Cornwall Motor Speedway as gorgeous weather greeted race teams and fans as a complete race program for all five divisions was on tap as Alexandria Home Hardware sponsored the evening.

 

Rookie contender Gabriel Richer took the early lead in the 30-lap Jiffy Auto Services Modified feature but Chris Raabe quickly passed him on lap 3. While Raabe pulled away, Richer faded to fifth as Tim O’Brien, Luke Whitteker and Kyle Dingwall were now in front of him. A serious crash occurred in turn 3 on lap 9 as Laurent Ladouceur landed on his roof in turn 3 and sustained severe damage, Laurent was ok. Raabe ran away as the feature got back to green with Whitteker now running second and Brian McDonald now in third. Raabe was able to survive to other cautions to pick his first win of 2013 at Cornwall in front of Whitteker, McDonald, Dingwall and Kayle Robidoux rounded out the top 5.

 

In the 20-lap Alexandria Home Hardware Pro-Stock Feature race, Dave Seguin led the way as Charles-David Beauchamp was second. Beauchamp got to the lead on lap 2 as PJ Peters followed the leader in second. Beauchamp resisted to charges from Peters as 4 cautions slowed the feature race in the middle portion. Beauchamp survived a late charge from Peters to win his first feature in his career over Peters and Marc Lalonde.

 

Terry Ladouceur led the way in the 20-lap Tracy Wheeler Storm Realty Sportsman Feature as Mike Stacey and Billy Cook completed the top 3 after 4 laps. After a caution, Ladouceur was the leader as Jessica Power was now in third. Power got the lead using the inside lane just before Bill Mullin and John Mills got together as the feature got to halfway point. While Power was in front, Joey Ladouceur and Chris Herbison were now in the top 3. Power leads the final circuit to win her first event in Cornwall over Ladouceur and Herbison.

 

The 15-lap Evans Bus Lines Semi-Pro Feature closed the evening as Adam Delormier grabbed the early lead. An early caution gave the opportunity to Derek Cryderman to grab the lead. Cryderman led the final portion to win his third feature in a row.

 

In the 12-lap Baxtrom YIG Mini-Stock feature, Elizabeth Gauthier landed on her roof in turn 1, she was ok. When the green flag was back out, Pierre Robidoux gained the lead but lost power giving the top spot to Mike Gaucher with Justin Desrosiers running closely. Gaucher was able to resist claiming his third feature in a row over Desrosiers and Dudes Thompson.

DOMESTIC ASSAULT WITH A WEAPON, DANGEROUS OPERATION, FAIL TO REMAIN

             Cornwall, ON- A 22-year-old Long Sault male was arrested on the 19th of July, 2013. It is alleged that on the 11th of July, 2013 while in the area of Walton Street and Prince Arthur Street he drove his vehicle onto the sidewalk striking his ex-girlfriend and another male. Police were contacted and an investigation ensued. During their investigation on the 19th of July, 2013 they located the male by the boat launch and charged him with Assault with a Weapon x2, Dangerous Operation, fail to stop at an accident and for breaching a Probation order for not keeping the peace. He was later released with a court date of the 27th August, 2013. His name was not released as it would identify the victim.

Cornwall, ON- A 38-year-old Cornwall male was arrested on July 20th, 2013. It is alleged that on the 19th of July, 2013 a verbal argument between a male and his 32-year-old wife resulted in the male damaging a cell phone. Police were contacted and an investigation ensued. During their investigation they located the male in the area of Ninth Street. The man was charged with Mischief Under $5000 and breaching Probation conditions by having consumed alcohol and failing to keep the peace. He was transported to police headquarters where he was held for a bail hearing. His name was not released as it would identify the victim.

Cornwall, Ont. – A 35-year-old Lunenburg man was arrested on the 21st of July, 2013. It is alleged that on the 20th of July, 2013 a man attended his 32-year-old ex-girlfriend’s residence and during that time threatened her. Police were called and an investigation followed. The male was also found to be bound by a probation order to keep the peace. He was subsequently taken into custody and charged accordingly.  He was held in custody to appear in court for a bail hearing.  His name was not released as it would identify the victim in the incident.

BREACHES

Cornwall, ON- Shane Sarault, 21 of Cornwall was arrested on the 19th July 2013. He was bound by a Recognizance order with the relevant condition not to associate with persons under the age of 16 unless supervised and a probation order to Keep the Peace and be of Good Behaviour. It is alleged that on July 19th, 2013, he was seen by a uniformed officer at the Harbour in the presence of a 15 year old female. The male was charged with breaching his conditions and held for a bail hearing on the 20th of July 2013.

 

Cornwall, ON- David Armstrong, 52 of Cornwall was arrested on the 20th of July 2013. It is alleged that police were called to attend the area Prince Albert Street for a neighbour dispute and in speaking with the male an odour of alcohol was detected. He was charged with breaching an Undertaking for having consumed alcohol and failing to keep the peace and breach of probation for not keeping the peace. He was subsequently held for a bail hearing.

 

CAUSE DISTURBANCE AND RESIST

 

             Cornwall, ON- Michael Mantle, 43 of Cornwall was arrested on the 20th of July 2013. It is alleged that on the 20th of July 2013, the male was shouting at a wedding party in the area of 340 Pitt Street. A uniformed officer who was in the area attempted to calm the male to no avail. The male was taken into custody following a brief scuffle. He was then charged with Cause disturbance and resist. He will appear in court at a later date.

 

VOYEURISM

 

            Mykie Bergeron, 34 of Ingleside was arrested on the 20th of July, 2013. It is alleged that on the 19th of July, 2013 a 32-year-old female attended a local store where a male attempted to take inappropriate pictures of her. Police were contacted and an investigation ensued. The male was contacted by police and attended police head quarters to turn himself in. He was charged with Voyeurism and released with a court date of the 27th of August 2013.

 

FAIL TO APPEAR

Cornwall, ON – Blandine Mukuna, 31 of Cornwall was arrested on the 20th of July, 2013 and charged with failing to appear for prints and breaching an Undertaking and Probation order for not keeping the peace. It is alleged that the female failed to attend for prints on the 12th of July, 2013.  She was subsequently located by an officer on community patrol and taken into custody.  She was then held for a bail hearing.

 

ASSAULT

 

Andrea Bedard ,34 of Cornwall was arrested on the 21st of July 2013.It is alleged that while a 52-year-old male was waiting in his vehicle near her residence she approached him and after a brief discussion spat on him. Police were contacted and an investigation ensued. During their investigation they arrested the female for assault. She was transported to police headquarters where she was released with a court date of the 29th of August, 2013.

 

OVER 80

David Legue, 46 of Cornwall was arrested on the21st of July, 2013. It is alleged that shortly after 5pm on the 21st of July, 2013 the male was found to be operating a motor vehicle while under the influence of alcohol. He was taken into custody then released with a court date of the 6th of August, 2013.

A 34year old male passenger from Cornwall was arrested and is charged with;

- Possession of a Controlled Substance

He was released to appear in Cornwall court on August 27, 2013.

SEXUAL ASSAULT

(South Glengarry) – On July 20, 2013 at approximately 6:00am, SD&G OPP officers responded to a report of a sexual assault which had occurred at a property on South Service Road, South Glengarry Township.

Investigation revealed a male had assaulted two females overnight (19-20Jul13). The 52year old man from South Glengarry was arrested and is charged with;

- Sexual Assault
- Sexual Interference with a Person Under 16

He was held in custody pending a court appearance (bail) in Cornwall this date (22Jul13)

IMPAIRED DRIVER FACES SEVERAL CHARGES

(South Dundas) – On July 20, 2013 at approximately 6:00pm, SD&G OPP officers responded to a report of an erratic driving complaint involving an All-Terrain Vehicle (ATV) in the Village of Morrisburg, South Dundas Township. The vehicle was located a short time later by police at a residence on Fifth Street. Investigation revealed the male driver was under the influence of alcohol. Upon his arrest, the male became belligerent and verbally threatened officer’s lives.

John Allan MCINTOSH (33) of Cardinal ON is charged with;

- Impaired Operation of a Motor Vehicle
- Fail to Accompany Officer for Breath Sample
- Dangerous Operation of a Motor Vehicle
- Utter Threats (3 counts)

He was held in custody pending a court appearance (bail) in Cornwall.

THEFT/TRESPASS

(South Dundas) – On July 21, 2013 at approximately 9:15pm, SD&G OPP officers on patrol observed a suspicious vehicle parked at the dump site on Seibert Road, South Dundas Township. Investigation revealed the theft of metal material from the site.

Ralph HUNTER (57) of South Dundas Township was arrested and is charged with;

- Theft
- Trespassing (Trespass to Property Act)

He was released to appear in Morrisburg court on October 02, 2013.

MOTOR VEHICLE COLLISION

(North Dundas) – On July 20, 2013 at approximately 11:30pm, SD&G OPP officers responded to a report of a single vehicle motor vehicle collision on River Road, North Dundas Township.

A 2008 Mazda passenger vehicle, driven by a 54year old male (lone occupant) from North Dundas, was eastbound on River Road when the driver failed to negotiate a curve, left the roadway and struck a tree. He was taken to Ottawa hospital with life-threatening injuries.

SD&G OPP officers, assisted by OPP Technical Traffic Collision investigators continue to investigate.
FIRE

(South Dundas) – On July 21, 2013 at approximately 3:00am, SD&G OPP officers responded to a report of a fire at a property on Froats Road, South Dundas Township. South Dundas Fire Department attended the scene and extinguished a fire of a camper trailer adjacent to a residence.

SD&G OPP is assisting the Ontario Fire Marshall with the investigation.

TRAFFIC HIGHLIGHTS

(SD&G) – Over the past weekend, SD&G OPP and Highway Safety Division (HSD) officers conducted several traffic safety enforcement initiatives throughout the United Counties. This is over and above routine patrol conducted by officers. The following are some results/charges;

Glendon Brownlee Charged with Impaired Operation of Vehicle in Collision With Motor Cycle JULY 23, 2013 OPP Blotter

OPPMOTOR VEHICLE COLLISION

(South Stormont) – On July 22, 2013 at approximately 7:00pm, SD&G OPP officers responded to a report of a motor vehicle collision on County Road 2, South Stormont (Ingleside area).

Investigation revealed that a 2006 GMC pick-up truck, driven by Glendon BROWNLEE (71) of South Stormont was eastbound on County Road 2 when it turned into the path of a westbound 2009 Harley Davidson motorcycle, driven by a 46year old male from South Stormont. The motorcycle driver sustained serious injuries and was transported to Ottawa Hospital.

BROWNLEE was arrested and is charged with;

- Impaired Operation of a Motor Vehicle Causing Bodily Harm
- Dangerous Operation of a Motor Vehicle Causing Bodily Harm

He was released to appear in Cornwall on August 06, 2013

YOUTH FACING SEVERAL CHARGES


(South Dundas) – On July 22, 2013 at approximately 2:15pm, SD&G OPP officers responded to a report of a disturbance at a residence on Irena Road, South Dundas Township. Investigation revealed that a 16year old youth at the residence was out of control and causing damage within the home and had assaulted family members. Further information revealed additional offence had been committed in June 2013 and earlier in July 2013.

The youth was arrested and is charged with;

- Assault (2 counts)
- Mischief (2 counts)
- Possession of a Weapon (knife) for Dangerous Purpose

He was held in custody pending a court appearance (bail) in Cornwall.

 

TRAFFIC ENFORCEMENT – CONSTRUCTION ZONE

(South Stormont) – On July 22, 2013 OPP Highway Safety Division (HSD) conducted enforcement in the construction zone on Highway 401 in the area of Boundary Road, South Stormont Township.

As a result, officers issued 50 Provincial Offence notices (consisting mostly of speeding and seatbelt infractions), 1 driver was charged with driving while suspended, another driver was arrested for immigration issues and turned over to Border authorities.

Motorists are reminded to drive cautiously in designated construction zones…safety of the workers depend on it!

Cornwall PoliceCFN – Cornwall Police confirmed an attempted robbery on Montreal Road.   One person was taken to hospital via ambulance.    The incident occurred at approximately 5 PM.

Cornwall PoliceDOMESTIC ASSAULT

Cornwall, ON – A 24-year-old Cornwall female was arrested and charged with assault on the 23rd July, 2013. It is alleged while at a local business a female was involved in an argument with her 30-year-old ex-boyfriend when she struck him. Police were called and an investigation followed. She was subsequently taken into custody and charged accordingly.  She was later released to appear in court. Her name was not released as it would identify the victim in the incident.

DOMESTIC ASSAULT & MISCHIEF

Cornwall, ON-A 40-year-old Cornwall man was arrested and charged with two counts of Assault and one count of Mischief on the 23rd of July, 2013. It is alleged that the man was at his girlfriend’s residence when a verbal argument took place. In the course of the argument he punched his girlfriend and pushed her. The man then damaged her cellular phone. Police were contacted and an investigation ensued. During their investigation they took the man into custody and brought him to police headquarters where he was held for a bail hearing on the 24th of July, 2013. His name was not released as it would identify the victim.

 

DOMESTIC MISCHIEF

 

            Cornwall, ON- A 42-year-old Cornwall, ON male was arrested on July 24th, 2013. It is alleged that on the 24th of July, 2013 a verbal argument ensued between him and his 45-year-old common law spouse. During the argument the man damaged a wall in the residence. Police were contacted and began an investigation. During their investigation they charged the man with Mischief. He was taken to police headquarters and held for a bail hearing.  His name was not released as it would identify the victim.

ASSAULT, DANGEROUS DRIVING AND THREATS

            Cornwall, ON-Jonah Lapierre, 26 and Joshua Lafrance, 26 both of Cornwall were arrested on the 23rd of July, 2013. It is alleged that on the 23rd of July 2013 while at the Cornwall Square parking Lapierre punched a 28-year-old man. Later that day Lapierre and Lafrance were involved in a second confrontation when the victim returned to his residence. Upon noticing the two, the man fled the area in his vehicle. The two males then followed and struck his vehicle with theirs and uttered threats to the man. Police were contacted and an investigation ensued. During their investigation they located Lafrance at his residence and charged him with Assault, Dangerous Driving and Threats. Lapierre attended police headquarters to deal with the matter and he was charged with Threats. Both males were released to appear in court at a later date.

THEFT UNDER, BREACH

 

            Cornwall, ON- Marisa Lupien, 35 of Cornwall was arrested on the 22nd of July, 2013. It is alleged that on the 22nd of July, 2013 she attended a Montreal Street residence and removed some money. Police were contacted and an investigation ensued. During their investigation she was spotted by a member of the Cornwall Community Police walking eastbound on Montreal Road she was taken into custody and charged accordingly. She was then released with a court date of the 27th of August, 2013.

(North Dundas) – On July 23, 2013 at approximately 9:15pm, SD&G OPP officers responded to a report of a suspicious vehicle in a parking lot of a property on County Road 31, North Dundas Township (Winchester area). Police identified and located the driver which resulted in the seizure of a quantity of suspected cocaine.

Christopher LAGRAVE (38) of Augusta Township ON was arrested and is charged with;

- Possession of a Controlled Substance
- Fail to Comply with Undertaking

He was released and scheduled to appear in Morrisburg court on September 03, 2013.

 

FIRE

(South Dundas) – On July 23, 2013 at approximately 5:00pm, SD&G OPP officers responded to a report of a house fire on County Road 18, South Dundas Township. South Dundas Fire Department attended the scene to tend to the fire which gutted the interior of the home. No injuries resulted and the cause was deemed as non-suspicious. SD&G OPP officers provided traffic control.

Mississauga (23 July, 2013) — Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding the injury sustained by a 23-year-old male in Scarborough last night.

Preliminary information indicates the following:
• At approximately 11:45 p.m. on Monday, July 22, 2013 an officer with the Ontario Provincial Police attempted to stop a motorcycle travelling southbound on Kennedy Road.
• At the intersection of Summer Drive and Kennedy Road the motorcycle was involved in a collision with a civilian vehicle.
• The driver of the motorcycle was taken to Sunnybrook Health Sciences Center for treatment of his injuries.

The SIU has assigned three investigators, two forensic investigators and a collision reconstructionist to probe the circumstances of this incident.

Anyone who may have witnessed this incident is asked to contact the lead investigator at 416-622-2314 or 1-800-787-8529 extension 2314.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Mississauga (23 July, 2013) — The Director of the Special Investigations Unit (SIU), Ian Scott, has concluded that there are no reasonable grounds to charge a Durham Regional Police officer with any criminal offence in relation to injuries sustained by three individuals – a 39-year-old male, a 27-year-old male and a 33-year-old female.

The SIU assigned six investigators, three forensic investigators and a collision reconstructionist to probe the circumstances of this incident. As part of the investigation, five witness officers and 18 civilian witnesses were interviewed. The subject officer consented to an interview with the SIU but did not provide a copy of his duty notes, as is his legal right.

The SIU investigation found that the following events took place on Sunday, June 9, 2013:
• In the early hours of the day, the subject officer observed a Ford F150 pickup truck travelling northbound on Centre Street against the flow of traffic.  While he did not know it at the time, the truck had been stolen.  There were three young people in the cab.
•  The subject officer followed the truck, which eventually turned onto southbound Simcoe Street again going against the traffic.  He activated his roof lights in an attempt to stop the truck.
• The youth driving the stolen truck proceeded to turn the wrong way into the eastbound lanes of King Street.  The subject officer activated his siren and radioed in that he was initiating a pursuit.
• The pickup truck gathered speed, and in the vicinity of McMillan Street on King Street, it was travelling at approximately 120 km/hr.
• The subject officer backed off, hoping that the truck would slow down.  As the subject officer crested a hill near Stevenson Road, he saw the truck spinning out of control, and coming to rest near a tree.
• He saw two people running from the cab of the truck.  The subject officer parked his cruiser, and took chase, apprehending one of the truck’s occupants.
• When he returned to the site of the truck, he was informed that three pedestrians who were waiting for a taxi were seriously injured by the truck.
• They were transported to Oshawa General Hospital.
• All three complainants sustained serious injuries and were eventually released from the hospital after receiving medical treatment.

The accident reconstructionist report concluded that the truck mounted the northwest concrete sidewalk of the intersection of King St West at Stevenson Road at approximately 87 km/hr.  The truck mounted the curb and struck three pedestrians.  The truck continued westbound while rotating clockwise and came to rest on the grass just north of the sidewalk.  About ten seconds later, a marked cruiser driven by the subject officer came through the intersection at 83 km/hr with its emergency lights activated.  There is no evidence of physical contact between the subject officer’s cruiser and the Ford pickup truck.

Director Scott said, “The subject officer had the lawful authority to enter into a suspect apprehension pursuit of the pickup truck – it was being driven in a dangerous manner, and its driver did not stop after being signaled to do so.  The subject officer stayed in touch with his dispatcher and took into consideration the risk to public safety by backing off in an attempt to have the truck’s driver slow down.  Unfortunately, its driver had no intention of stopping, lost control and struck three pedestrians causing serious injury to all of them.  In my view, the subject officer complied with the Suspect Apprehension Pursuit Regulation to the Police Services Act in a lawful attempt to apprehend the driver of the pursued vehicle.  Unfortunately, the driver of the pursued vehicle lost control of the pickup truck, probably due to his inexperience as a driver and desire not to be apprehended driving a stolen vehicle, and struck three pedestrians.  While this motor vehicle collision was regrettable, I have no grounds to believe the subject officer committed a criminal offence when he had the lawful authority to engage in this suspect apprehension pursuit.”

Mississauga (23 July, 2013) — The Director of the Special Investigations Unit (SIU), Ian Scott, has concluded that there are no reasonable grounds to charge a Toronto Police Service officer with any criminal offence in regards to the shooting death of 39-year-old Malcolm Jackman, in June of 2013.

The SIU assigned five investigators and three forensic investigators to probe the circumstances of this incident. As part of the investigation, five witness officers and 10 civilian witnesses were interviewed. The subject officer provided the SIU with a copy of her duty notes and was interviewed by the SIU.

The SIU investigation found that the following events took place on Saturday, June 8, 2013:
• The subject officer and a witness officer were dispatched to an apartment at 140 Adanac Drive to assist paramedics with an emotionally disturbed person.
• When they arrived, a man approached the subject officer about Mr. Jackman attacking him at a bus stop with a knife.  (This information regarding Mr. Jackman was not the original reason for the attendance of the emergency responders.)
• The subject officer went to the apartment’s second floor with her partner and the paramedics, opened the door to the stairwell, and heard a man, now known to be Mr. Jackman talking to himself in the stairwell..
• She went down the stairs, and saw Mr. Jackman standing on the main floor area of the stairwell.  She instructed him to show her his hands.  He raised his hands over his head, displaying a knife in his right hand.
• Both officers drew their firearms and ordered Mr. Jackman to drop the knife.  He shouted at the officers, asking them to shoot him as he paced to the left and the right brandishing the knife.
• The subject officer discharged pepper spray in the direction of Mr. Jackman’s face but to no effect.
• Mr. Jackman fled out of the building through the stairwell exit door with the two officers following him.
• Once outside, the subject officer observed Mr. Jackman holding a civilian with his left arm wrapped around the civilian’s shoulders and his right hand holding the same knife pointed toward that individual’s throat.
• Both officers commanded Mr. Jackman to drop the knife multiple times while pointing their firearms at him.
• The subject officer observed Mr. Jackman moving the knife closer to his hostage’s neck, and discharged her firearm four times in his direction.
• Mr. Jackman fell to the ground.  Another officer approached him and handcuffed his wrists.  He was transported to Sunnybrook Health Sciences Centre where he later succumbed to his injuries.
• A post-mortem examination determined that the cause of death was a single gunshot wound to the abdomen.  There were three projectile-related graze wounds, one on his left leg, one near his waist and another on his left arm.

Director Scott said, “In my view, the subject officer’s use of lethal force was justified in these circumstances.  She had received information that Mr. Jackman had attacked someone with a knife, and had seen him approach her and her partner in a menacing manner with a knife.  She had tried to use a non-lethal use of force option – pepper spray – to no avail.  She then witnessed Mr. Jackman take a stranger hostage with the knife, and refuse to drop that knife after multiple commands.  Finally, she saw him move the knife in a menacing fashion toward the neck of the hostage.  Mr. Jackman represented an imminent threat of death or serious bodily harm to the citizen.  Accordingly, I am of the view that she had no reasonable choice but to discharge her firearm to stop this imminent threat to the person who the decedent had taken hostage.”

Canada TOPOOver the next few weeks while speaking with friends about various issues of the day, pay attention to your comments. Are you saying oh well, it has been going on a long time, what can you do, you can’t fight City Hall or something else that is similar?  We have become so accustomed to not doing anything for the greater good we just explain it away, or provide some creative justification to continue doing nothing. Sometimes people feel helpless, it is more work than they have time for right now, they don’t want to get involved, or a favorite, that is somebody else’s job. Really? Caring about what you see around you, doing something about it and wanting a better life for your kids is somebody else’s job? Whose?

Henry Ford once said,” if you think you can do a thing or think you can’t do a thing, you’re right.” At first glance that may be a fence sitter position, however if you use it get yourself motivated, it is a rallying cry. You just need to pay attention and connect a couple of dots along the way to get started. Talking about it with friends, posting in Cornwall Free News and sending an email to a politician are all perfect and expected of citizens in a democratic society. So would be joining a group with similar concerns. We certainly see that with hundreds of Francophone groups, the majority of which are funded by all taxpayers including you.

Something that you may take exception to and want to get involved with is how French services are being guaranteed politically, legally and financially. The Ontario French Language Services Commissioner is on record saying “. A designated agency or program provides its supplier with legal immunity that protects it from changes in the economic and political climate”. As far as I know, Ontario does not have an English only government agency or entity, and if there were, they could be shut down in seconds, unlike these “first class” entities and agencies who signed on to the French Languages Services Act.

I am not saying shut down French services, I am saying fairness to all taxpayers has vanished but paying for it is still up to all taxpayers. Jobs are increasingly bilingual but the numbers of bilingual citizens outside of Quebec has stayed stagnant or dropped. Ontario revoked the fairness is a 2 way street act in 2006 allowing more Quebec residents to find work here, should the Ontario government not help its citizens first before other provinces? Certainly Quebec does! Go ahead, get involved or just say, “if you think you can do a thing or think you can’t do a thing, you’re right.”

CFN-  Karma is a bitch they say.   They really do.   But what is Karma really?  Surely if you do the right things enough times mathematically things work out?

Of course the opposite would be true to.   If you don’t perform best practices.  If you are not good at your job.  If you consistently make poor choices or consistently get plastered at lunch you just don’t get the best results?

And in business if you spend more than you make you generally don’t move forward.

A good Chamber of Commerce is a huge opportunity for local businesses to work together to help a community grow.   However when any group goes sour, gets corrupted, or falls into the control of a few that practice exclusivity you get to be at the bottom of the Communities in Boom report by the CFIB.

Is the Chamber’s repeated failures all Ms Strasser’s fault?   Not really.  It’s more about the Business Culture or lack therof in Cornwall where most businesses really don’t  make business first decisions in many cases.  Cronyism, bullying, cliques are not the making of a vibrant business community.

Even the Chamber itself doesn’t use best practices.  A former Chair gets a cut rate lease in the Chamber building while getting contracts to provide services.    Is that best for the Chamber and its membership?

The thing about business though is that over the long term the client always at the end of the day decides where they will spend their dollars.

The Spring show which has been in steady decline with little to no innovation led the Chamber to go hat in hand and ask the city for a 20% discount on the rental fee of the Civic Complex; an odd move when you want the City to cut taxes?       Instead of facing the challenges of how to make the show better the Chamber decided to beg for a fee reduction which sadly they were given; most likely the Fall show being a factor.

Bizfest has been their largest disaster this decade.  Originally a five day  event that was well supported by sponsors but not by the public the disaster lost money including the gaffe of their budget being passed without the largest line item being accounted for.

That led to a 3 day event last year and this year’s planned event will be a single event, but now sponsorship has dried up.

Now it’s easy to point fingers.   Some would say what could the Chamber do to be better?

Well here’s a partial list.

Be truly more inclusive.   The culture at Chamber events seems to be the same cliquesters or their younger generation.   IE you lose one Corus radio rep and replace that person with another.   The damage caused to the Chamber during the years that Scott Armstrong from Corus Radio and Rick Shaver from the Seaway News may not actually be able to be repaired.

When I first ran for the Chamber board I was thanked after and told that I had not won.  When I asked for a vote count they said they didn’t provide that information.

Thanks to yours truly that process has changed, but personally; in my opinion; I doubt the accuracy or integrity of the process.

Actually provide service to small business.   Why not support an incubator?  There’s a big Remax for lease sign on the Chamber.  WHy not take some of that space to help launch businesses in Cornwall?  Why not set up a micro finance program?  Why not at least have the debate?  Small business is the backbone of any Chamber of Commerce.  Where are the initiatives?  Even Bizfest was scheduled during weekday business hours.  How addled was that?

If something doesn’t work change how it’s being done.  If that doesn’t work change who’s doing it.

While a member of the board another director shared that it’d be too expensive to replace Ms Strasser as horrible as her performance was.   That kind of thinking feeds into the problem in that if Ms Strasser’s management was costing the Chamber money they’d never have the funds to replace her.

Have services contracted by the Chamber open to all members.  How would you feel if you were a real estate member or computer services firm and always saw Webtech or Remax getting all or most of the biz from the Chamber?

Mobilize in the community.  One of the biggest complaint of Pitt Street retailers is that they don’t benefit from Lift Off or events.

Sadly in this scribblers opinion the Chamber needs new blood.  No more Lezlie Strasser’s and Mike Metcalfe’s.   If the Chamber wants to thrive and grow they need new non-clique blood running things.    It’s why I won’t be a member until they clean house.

This Chamber’s future is bleak right now.   It seems that they can’t run events; don’t currently provide service to its members, are struggling to replace lost revenue from the Service Ontario outlet that the late Joe Gunn started over 25 years ago, and has been the cash cow keeping the Chamber alive all these decades.     The building itself is rumored to be on the market as well, but the current slump in Cornwall Real Estate doesn’t bode well for a large return; especially with all the building issues and flooding.

With a weak board should Cornwall business expect any changes soon?   Not really.

It’s sad.   Really we can do better.    We will need to do better if we want a strong local economy.   Is it time for Cornwall Business to truly start working together and supporting each other?

The Mayor of the Township of South Stormont recently indicated the township’s interest in having a 600-acre parcel of land re-designated for future economic development. The land lies next to Moulinette Road, between the CN Rail line and Hwy 401. As Cornwall’s industrial park reaches capacity in the future, an alternative site at Long Sault may enhance future economic development in this area. However, elected officials from the township need approval from unelected officials Ontario’s Ministry of Municipal Affairs to re-designate the land.

Elected officials from the township quite literally have to play the role of Oliver Twist in their dealings with the municipal officials who play the role of the dining room supervisor. The township mayor practically has to appeal, “Please Sir, May I have some more” (that is, land already in the township that may be designated for future economic development). And the non-elected officials are free to reply, “You want some more .  .  . . how dare you ask for some more!” This is the level to which the Ontario government has degraded and disempowered elected municipal officials as the province seeks to micro-manage a regime of soviet socialist central planning.
Ontario officials who administer that regime neither reside in this region nor do they possess any understanding as to the economic issues facing this region. Their regime of soviet socialist central planning totally disregards that the eastern-most area of Ontario lies on the borders of the Province of Quebec and northern New York State, both with competitive economic regimes. Restrictions imposed on Ontario municipalities quite literally hands both Quebec and Northern New York a competitive advantage over the United Counties of SD&G.  .  . and does so on a sliver platter. It is as if some Ontario officials view this region from the perspective of an ostrich with its head poked into the sand.
Several years ago, Cornwall competed with Coteau QUE for a distribution centre .  . . and lost to Coteau as a direct result of rules and regulations imposed by departments of the Ontario Government. Massena NY and Ogdensburg NY are hungry for new economic development, as is Plattsburgh NY. Montreal’s west island industrial areas are reaching capacity and future economic development would move to the Vaudreuil-Soulanges regions located right next door to the eastern boundary of SD&G. Except that Ontario officials totally disregard that this region of Ontario faces a level of competition for new economic development that is absent from other regions of Ontario.
So officials from SD&G will have to go to Toronto and play Oliver Twist, “Please Sir, May I have some more” . .  .   . and may likely encounter the same response as did Oliver Twist, except from Ontario Government Officials. Given that the present government disregards the situation in Eastern Ontario, perhaps the question begs to be asked as to whether Tim Hudak would actually have the political courage to dismantle the micro-management of soviet socialist system of central planning that exists in Ontario. Or would the adage, ‘Do for thine political crony as thine crony will do for thee’, take priority.

SUSPICIOUS PERSON

 

            Cornwall ON- The Cornwall Community Police Service is currently investigating a suspicious person which has been seen on the bike path near Legion Park. The male is described as a white male, approximately 5’5”- 5’7”, average build with medium length curly light brown hair. He was seen on a bicycle and also walking a medium brown dog. The male has been reported to have inappropriately touched a female. SAFETY ON THE STREET

 

There are ways in which you can reduce the risk of being a victim:

 

  • Walk assertively and in well-lit areas.
  • Avoid being alone if you can.
  • Walk in the centre of the sidewalk, away from alleys and doorways.
  • If you suspect you are being followed, cross the street, go to the nearest home, a service station or a business and call the police.
  • Be aware of your surroundings and avoid areas that increase your chances of being a victim. ( Unlit areas of parks, vacant land and parking lots)

WARRANT

Cornwall, ON-Michael Fox, 46 of Cornwall was arrested on the 24th of July, 2013. It is alleged that he failed to attend court on the 23rd of July, 2013 and a warrant was issued for his arrest. The male attended police headquarters on the 24th of July, 2013 to deal with the matter. He was taken into custody for a bail hearing.

 

DOMESTIC WARRANT, MISCHIEF

 

Cornwall, ON-A 20-year-old Cornwall man was arrested on the 24th of July, 2013. It is alleged that he failed to attend court on the 19th of November, 2012 and a warrant for his arrest was issued. On the 24th of July, 2013 the male attended police headquarters to deal with the matter. He was taken into custody for a bail hearing. His name was not released as the original charges were domestic in nature and may identify the victim.

 

Cornwall, ON- A 22-year-old Cornwall man was arrested for Mischief on the 24th of July, 2013. It is alleged that on the 24th of July, 2013 the man was involved in a verbal argument with his 21-year-old girlfriend. During the argument he damaged the door and frame. Police were contacted to attend the Bedford Street address and an investigation ensued. During their investigation it was learned that the man was bound by a Probation order and an Undertaking with conditions to keep the peace. He was charged accordingly and taken into custody for a bail hearing. His name was not released as it might identify the victim.

 

BREACHES

 

Cornwall, ON- A18-year-old Cornwall man was arrested on the 24th of July, 2013. It is alleged that while police were investigating an unrelated incident on Bedford Street they found the male in breach of a youth Probation order for failing to notify a change in address, associating with a person known to have a criminal record and failing to keep the peace. He was also bound by an Undertaking with conditions of notify change of address and keep the peace. He was charged accordingly and taken into custody for a bail hearing. His name was not released as per the provisions of the Youth Criminal Justice Act.

 

 

DRUGS & BREACHES

 

            Cornwall, ON-Mark Munro, 23 of Cornwall was arrested on the 24th of July, 2013. An officer on community patrol conducted a stop in the area of William Street and Cotton Mill and it is alleged that the man was in possession of a small quantity of marijuana. The man was also bound by two probation orders with conditions to keep the peace and not to be in possession of drugs. He was subsequently transported to police headquarters and charged accordingly. He was later released to appear in court on the 29th of August 2013.

 

ROBBERY, BREACHES, DISGUISE WITH INTENT

 

Cornwall, ON-Mathew Brown, 25 of Cornwall was arrested on the 24th of July, 2013. It is alleged that on the 19th of July, 2013 he attended a Belmont Street store and while brandishing what was believed to be pepper spray demanded money, he then left with an undisclosed quantity of cash. It is further alleged that on the 23rd of July, 2013 he attended a Montreal Rd. store and demanded money then deployed a noxious substance. A brief altercation took place and the man left without any money. Police conducted an investigation into the two matters and as a result took the male into custody and charged him with two counts of Robbery, two counts of Disguise with Intent and breaching his Probation order by not keeping the peace. He was held for a bail hearing on the 25th July, 2013.

MOTORCYCLE STOLEN

(South Glengarry) – On July 24, 2013 SD&G OPP began an investigation into a report of a stolen motorcycle from a storage barn at a property on Warren Street, South Glengarry Township. Investigation revealed that between 7:00am on July 23, 2013 and 5:00pm July 24, 2013, a 2002 KTM SX2 off-road motorcycle, orange/black was stolen.

The investigation continues.

 

FIRE

(South Dundas) – On July 24, 2013 at approximately 5:00pm, SD&G OPP officers responded to a report of a house fire at a property on Waddell Road, South Dundas Township. Local Fire Department was at scene tending to the blaze. Investigation revealed the fire to be non-suspicious in nature. Officers provided traffic control in the area.

WARRANT EXECUTED

(North Dundas) – On July 23rd, 2013 at approximately 9:00am, members of the Organized Crime Enforcement Bureau, Drug Enforcement Unit, Project Paradigm, assisted by SD&G OPP officers, executed a Controlled Drugs and Substances (CDSA) warrant at a residence on Loughlin Ridge Road, North Dundas Township.

Officers seized a quantity of suspected Cocaine, Marihuana, Oxycontin and Methamphetamine pills. The estimated total street value of the drugs seized is $6570..

A 43year old female was arrested at the residence and is charged with;

- 3 counts of Possession of a Controlled Substance for the Purpose of Trafficking

- Possession of a Controlled Substance

She was released to appear in Morrisburg court on September 03, 2013. The name of the accused is not being released at this time pending further investigation. Charges are also pending on a 36year old male from the noted residence.

SIU Concludes Death Investigation in Guelph

Mississauga (25 July, 2013) — The Director of the Special Investigations Unit (SIU), Ian Scott, has concluded that there are no reasonable grounds to charge any Guelph Police Service officers with any criminal offence in relation to the death of a 72-year-old Robert McGee, in March of this year.

The SIU assigned three investigators and two forensic investigators to probe the circumstances of this incident. As part of the investigation, eight witness officers were designated and 16 civilian witnesses were interviewed. The SIU also designated three subject officers, of whom two participated in an interview and provided their duty notes. The third subject officer did not provide his notes or participate in an interview, as is his legal right.

The evidence gathered by the SIU suggests the following series of events leading to Mr. McGee’s death on March 27th:
• In 2000, Mr. McGee suffered a brain aneurysm and was operated on in an attempt to alleviate that condition.  He has subsequently suffered from seizures, among other medical disorders.
• On March 21st, a week before Mr. McGee’s demise, his common-law wife called the police because he was acting up.  She also informed the police that he had threatened to kill her with either a baseball bat or a knife.
• The call was classified as a “weapons-gun” call, and GPS responded by dispatching four officers, three of which were tactical response officers.  Two Waterloo Regional Police Service patrol officers also attended the call. (WRPS was assisting GPS due to a police funeral in Guelph).
• In total, six uniformed officers responded to the call. A number of the Guelph officers had had previous dealings with Mr. McGee and were aware of at least some of his medical conditions.
• One of the officers saw the wife in the apartment hallway and attempted to gather more information from her, but received no response.
• The involved officers decided to use a ‘breach and hold’ technique in order to apprehend Mr. McGee.  The first subject officer opened the door and yelled in, “police, show me your hands”.  Mr. McGee slowly started walking toward the apartment entrance area with his left hand down by his side. The subject officer grabbed him by the shirt and brought him outside the apartment.
• Mr. McGee went down on his knees and a number of officers placed him on his stomach in order to handcuff his wrists behind his back.  It is probable that Mr. McGee struck his head when he was taken to the ground.
• He was apprehended under the authority of s. 17 of the Mental Health Act and transported to the Guelph General Hospital.
• At the hospital, Mr. McGee was held overnight under the authority of Form 1 of the same Act, and released the next day into the care of his wife.
• The medical records indicate that he had lacerations on his wrists (presumably from the handcuffs) and hands, and a small abrasion on his forehead.  However, in the hospital, he was monitored for mental health issues and not for physical injury.
• On March 27, 2013, Mr. McGee fell in the bathroom of his apartment and was discovered in an unconscious state by his wife.
• Emergency Medical Services were called and he was found to have sustained a large contusion on his forehead. He was vital signs absent.
• Mr. McGee was confirmed deceased after arrival at Guelph General Hospital.
• A subsequent post-mortem examination concluded the cause of death was due to post-traumatic seizure disorder.  The pathologist who performed the autopsy added, “The most common mechanisms of death are cardiac arrhythmia and central apnea.”

Director Scott said, “In my view, the subject officers had the authority to enter Mr. McGee’s residence and arrest him on the basis of the complaint by the common-law wife.  Given his known history of mental disorder, the common-law wife’s assertion of a threat coupled with his access to weapons, and his failure to show both his hands, it was a reasonable use of force to take him to the ground for the purpose of applying handcuffs to his wrists.  The fact that there were lacerations on his wrists and one on his forehead would appear to be relatively minor injuries and unrelated to his hospital admission on March 21, 2013. He was released the next day.  On the basis of the conclusions in the post-mortem examination, I am of the view that Mr. McGee’s demise on March 27th, 2013 was unrelated to his involvement and apprehension by members of the GPS and WRPS on March 21, 2013.”

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Fellow Citizens,

Control through Retaliation; Is this a Democracy’s response to individuals who speak up in the interest of fellow citizens and their community?
.
 A statement which brings to mind the scenario,
“ When Government’s fear the people that’s Democracy ,when the people fear the Government that’s Dictatorship”
We have policies within all forms of government to protect whistle-blowers; yet it appears our government and its entities uses strong arm tactics through the potential of retaliation to control that message as these policies have no legislated clout.
Yes, fear of retaliation within the system has silenced many of those that wish to speak up .
.
I have learned this hard lesson and appreciated this fact since my demonstrations at Cornwall Community Hospital where many told their story of discriminatory behavior with regards to hiring and treatment.
.
These individuals chose not to speak up when their opportunity was available for them.  FEAR is a great motivating factor to remain silent.  The situation has not changed at the hospital but it is further entrenched as suppression of the employee’s rights to speak up on unjust policies are silenced.  The hospital remains a public entity and those employees are shareholders and have every right to speak up against unjust policies.
.
One employee did speak up.  Darlene Walsh spoke up.   She advocated for patients rights and the treatment of those patients.
She served as as example of what happens when you advocate for the patient and not the Hospital.  She had been suspended and quickly silenced and all of this because she was advocating for the patients!
.
Like those employees at Cornwall Community Hospital; they fear for retaliations that occurs in many forms.  This defines abuse of employees and in the very least presents bullying behavior.
.
Diane Shay and Rob Hickley –  I commend you for speaking up for our citizens.  This has taken great strength to step forward and put it “on the line”, for most would coward and hide from doing the right thing for FEAR of reprisal.
.
Diane and Rob you have ventured down a path most would avoid even though its admirable and the just thing to do.  That path remains with many challenges but your conscience will remain free when you make a stand on principles with the interest of citizens and the community in mind.
.
Diane and Rob I stand with you in kindred spirit and let it be heard you are not alone; many do back you in your stand to do the right thing.
